Indianmandarins has reliably learnt the PMO is keen on breaking the monopoly of select ministries in foreign postings, especially for Jt. secretary-level posts located in Washington (DC), IHCs London, Montreal (Canada), Switzerland and Rome, to name a few. Recently, there was a lot of jockeying for two posts in Washington DC and IHC London. Selection and postings to Washington & London are stuck up since February due the pulls and pressure.
It has been an established pattern since the UPA days that most of these positions are given to the officers posted in the Finance Ministry, Cabinet Secretariat, PMO and Raisina Hills. In Modi's regime,however, the PMO has done away with such a convention, yet officers posted in the establishment situated at Raisina Hills still continue with the convention.
