• New Delhi (13.08.2022): In a major bureaucratic reshuffle, the Centre on Saturday cleared the appointment and repatriation of 17 Joint Secretary or Joint Secretary equivalent level officers and five CVOs in various ministries and departments. The list of officers appointed/repatriated goes as follows:

    1. Manoj Kumar Dwivedi (IAS:1997:UT) was appointed as Joint Secretary, Department of Personnel & Training for a tenure of five vice Ms Sujata Chaturvedi (IAS:1989:BH). 
    2. Dodda Venkata Swamy (IAS:2001:OD) was appointed as Chairman, Marine Products Exports Development Authority (MPEDA), Kochi under the Department of Commerce, for a combined tenure of five years ending 17.03.2024. He replaces Shasidhar K Srinivas (IAS:1997:KL).
    3.  Ms Rajul Bhatt (IPoS:2000) was appointed as Joint Secretary, Department of Personnel & Training for an overall tenure of seven years ending 07.05.2024. She replaces Asheesh Sharma (IAS:1997:MH).
    4. Prithul Kumar (IRTS:2000) was appointed as Joint Secretary, Ministry of Information & Broadcasting for a tenure of five years vice Ms Anju Nigam (IPoS:1988).
    5. Ashish Kumar Srivastava (IFS:1997:TN) was appointed as Joint Secretary, Department of Agriculture & Farmers Welfare for a combined tenure of seven years ending 08.03.2024. He replaces Prasanta K Swain (IPoS:1987).
    6. Dharmendra Kumar Singh (IA&AS:2000) was appointed as Joint Secretary, Department of Defence for a combined tenure of seven years ending 20.02.2025. He replaces Ms Nazli Jafri Shayin (IA&AS:1999).
    7. Manish Tripathi (IDAS:1998) was appointed as Joint Secretary in the Department of Defence for a tenure of five years vice Vishal Gagan (lAS:1998:OR).
    8. Amitabh Ranjan Sinha (IP&TA&FS:1998) was appointed as Additional Financial Adviser & Joint Secretary (JS&AFA) in the Department of Defence (Finance) for a tenure of five years. He replaces Rabindra Kumar Karna (IDAS:1991).
    9. Ms Nameeta Prasad (IA&AS:1999) was appointed as Joint Secretary, Ministry of Environment, Forest & Climate Change for a tenure of five vice Ms Manju Pandey (IPoS:1989).
    10. Ved Prakash (IRSCE:1988), Joint Secretary, Ministry of Housing & Urban Affairs (MoHUA) was prematurely repatriated to his parent cadre.
    11. Vipul Goel (IRSSE:1993) was appointed as Joint Secretary, Ministry of Micro, Small and Medium Enterprises for a tenure of five years vice Ms Alka Nangia Arora, IDAS (1991).
    12. Ms. Mamta Varma (IIS:1994) was appointed as Joint Secretary, Ministry of Panchayati Raj for a tenure of five years vice Khushwant Singh Sethi (IFS:1990:TR).
    13. Debtoru Chatterjee (IPoS:1994) was appointed as Joint Secretary & Controller, NTRO for a tenure of five years. He replaces Ms. Anuradha Joshi Durgapal (IP&TA&FS:1989).
    14. Ms Prachi Pandey (IA&AS:2001) was appointed as Joint Secretary, Department of School Education & Literacy for a tenure of five years. She replaces Maneesh Garg (IAS:1996:HP).
    15. Ms Archana Sharma Awasthi (IRS IT:1994) was appointed as Joint Secretary, Department of School Education & Literacy for a tenure of five years Ramchandra Meena (IRS IT:1992).
    16. T Roumuan Paite (IRS IT:1996) was appointed as CMD, National Scheduled Tribes Finance & Development Corporation (NSTFDC) under the Ministry of Tribal Affairs for a tenure of five years Asit Gopal (IFoS:1990:MP).

    Further,  the ACC also cleared the appointment of five CVOs in various Departments, Ministries and autonomous bodies. The list of newly appointed CVOs goes as follows:

    1. Niraj Kumar (IRAS:2000) was appointed as CVO, National Highways Authority of India (NHAI) for a combined tenure of seven years ending 05.04.2025.
    2. Sunil Kumar Singh (IRSS:2000) was appointed as CVO, India Post Payments Bank (IPPB) for a combined tenure of seven years ending 02.07.2024.
    3. Virender Kumar Adhana (IOFS:1998) was appointed as CVO, Rural Electrification Corporation Ltd. (REC) for a combined tenure of seven years ending 28.10.2024.
    4. Ms. Shefali Swaroop (IRS IT:1993) was appointed a as CVO, Department of Telecommunications (DoT) for an initial period of three years.
    5. Puneet Agarwal (IDAS:1997) was appointed as CVO, Delhi Development Authority (DDA) for an initial period of three years.

  • New Delhi (12.08.2022): Notifications of appointments and recommendations issued on Friday are as follows: 
    • Abhyuday A Anand (IRS IT:2009) was appointed as Deputy Secretary in the LOKPAL for a period of four years.
    • Ms Shubhra Saxena (IAS:2009:UP) was appointed as Deputy Secretary in the Election Commission of India for a period of four years.
    • Niraj Kumar Bansod (IAS:2008:CG) was appointed as Director in the Cabinet Secretariat for a period of five years.
    • Manish Mukherjee (IOFS:2009) was appointed as Regional Director (Deputy Secretary level) in the Staff Selection Commission, Delhi for a period of four years.

    • Prof Maneesha Shreedhar Inamdar was appointed to the post of Director, Institute for Stem Cell Science & Regenerative Medicine (InStem), Bangalore, till attaining the age of superannuation. Currently, she is Professor, Jawaharlal Nehru Centre for Advanced Scientific Research (JNCASR), Bangalore. 
    • The additional charge of the post of Secretary, Department of Justice was assigned to Dr Niten Chandra (IAS:1990:OR) from 16.08.2022 to 25.08.2022 during the period of absence on leave of S.K.G. Rahate (lAS:1990:JH). Chandra is Secretary, Department of Legal Affairs.
    • RK Tyagi (ED, PGCIL) was appointed to the post of Director (Operations), Power Grid Corporation of India (PGCIL) till the date of his superannuation i.e. 31 .03.2026.
    • Atul Gupta (Group GM, EIL) was appointed to the post of Director (Commercial), Engineers India Limited (EIL) for a period of five years or till the date of his superannuation whichever is the earliest.
    • Jai Prakash Srivastava (ED, BHEL) was appointed as Director (Engineering, Research & Development), Bharat Heavy Electricals Limited (BHEL) till the date of his superannuation i.e. 31.12.2024.
    • G Srinivasan (GM, Coal India Ltd) was appointed Director (Finance), South Eastern Coalfields Limited (SECL) till the date of his superannuation i.e. 30.06.2024. 
    • Pradeep Kumar Chand (GM, F&A, BCPL) was appointed to the post of Director (Finance), Cement Corporation of India Ltd (CCI) till the date of his superannuation i.e. 31 .01 .2027.
    • PESB on Friday selected Commodore Rakesh Chillar for the post of Chairman and Managing Director, Braithwaite Burn & Jessop Construction Company Ltd. (BBJ).

  • New Delhi (10.08.2022): The Appointments Committee of the Cabinet (ACC) on Wednesday effected a major bureaucratic rejig. Sixteen officers were appointed as Additional Secretary in the Govt of India in various departments and ministries whereas eleven officers were elevated (in-situ) from Joint Secretary to Additional Secretary rank in the same department/ministries. The list of officers appointed & elevated goes as follows:
    1. MP Tangirala (IP&TA&FS:1990), presently in the cadre, was appointed as Additional Secretary, Department of Financial Services.
    2. Ms Trishatjit Sethi (IPoS:1990) was appointed as DG (Training), Ministry of Skill Development and Entrepreneurship in the rank and pay of Additional Secretary. Presently, she is CVO, NTPC.
    3. Ashok Kumar Kaluaram Meena (IAS:1993:OR) was appointed as CMD, Food Corporation of India (CMD) in the rank and pay of Additional Secretary. Presently he is working in the cadre state i.e. Odisha.
    4. Rajesh Kumar Sinha (IAS:1994:KL) was appointed as Additional Secretary, Ministry of Ports, Shipping and Waterways. Presently, he is in the cadre state i.e. Kerala.
    5. Satendra Singh (IAS:1995:JH) was appointed (laterally) as Additional Secretary, Cabinet Secretariat. Presently, he is Additional Secretary & Financial Advisor, Ministry of Chemicals & Fertilizers.
    6. Piyush Goyal (IAS:1994:NL) was appointed as CEO, NATGRID (MHA). Presently, he is working as Additional Secretary, Ministry of Home Affairs.
    7. Praveen Mal Khanooja (IA&AS:1994) was appointed as Additional Secretary, Ministry of Petroleum and Natural Gas. Currently, he is DG, Petroleum Planning and Analysis Cell (PPAC).
    8. Longjam Siddhartha Singh (IA&AS:1994) was appointed as AS&FA in the Ministry of Defence. Presently, he is Joint Secretary, Department of Sports.
    9. Partha Sarathi Das (IA&AS:1994) was appointed as AS&FA, Department of Posts. Presently, he is Joint Secretary, Department of Food & Public Distribution.
    10. Pankaj Kumar Singh (IDAS:1994) was appointed as Additional Secretary, GST Council Secretariat (Dept of Revenue). Currently, he is Joint Secretary, Ministry of Housing & Urban Affairs.
    11. Ms Maninder Kaur Dwivedi (lAS:1995:CG), presently in the cadre, was appointed as MD, Small Farmers' Agri-Business Consortium, Department of Agriculture and Farmers Welfare, in the rank and pay of Additional Secretary.
    12. Ms Archana Varma (lAS:1995:AM) was appointed as MD, National Water Mission, Department of Water Resources, River Development & Ganga Rejuvenation in the rank and pay of Additional Secretary. Presently, she is in the cadre.
    13. Chandra Bhushan Kumar (lAS:1995:UT) was appointed as Additional Secretary, Department of Agriculture and Farmers Welfare. Presently, he is Deputy Election Commissioner, Election Commission of India. 
    14. Rahul Singh (IAS:1996:BH) was appointed (In-situ) as Additional Secretary, Department of Personnel & Training (DOPT). Presently, he is JS, DOPT.
    15. Ms. Gitanjali Gupta (IAS:1996:UT) was appointed as MD, Tribal Co-operative Marketing Development Federation of India (TRIFED), Ministry of Tribal Affairs in the rank and pay of Additional Secretary. Currently, she is CVO, Rail Vikas Nigam Ltd.
    16. Chandraker Bharti (IAS:1996:UT) was appointed as Additional Secretary, Ministry of Home Affairs vice Piyush Goyal (lAS:1994:NL) on his appointment as CEO, NATGRID, by upgrading a post of Joint Secretary. Presently, he is Joint Secretary, Department of Defence Production.
    Further, the ACC also approved the in-situ upgradation of eleven officers to the level of Additional Secretary (Govt of India) as a measure personal to them by temporarily upgrading the Joint Secretary level posts held by them:
    1. Bhuvnesh Kumar (IAS:1995:UP) was elevated as Additional Secretary, Ministry of Electronics & Information Technology.
    2. M. Maheshwar Rao (IAS:1995:KN) was elevated as the AS&FA Department of Space.
    3. Shyamal Misra (IAS:1996:HY) was elevated as Additional Secretary, MHA.
    4. Puneet Kansal (IAS:1996:SK) was elevated as Additional Secretary, Cabinet Secretariat.
    5. Nitesh Kumar Vyas (IAS:1996:MP), Deputy Election Commissioner, Election Commission of India was elevated (In-situ) in the rank and pay of Additional Secretary.
    6. Ms Parama Sen (IA&AS:1994) was elevated as Additional Secretary, Department of Investment and Public Asset Management (DIPAM), Ministry of Finance.
    7. Rupinder Singh (IAS:1996:MH), DDG in UIDAI, was elevated as in the rank and pay of Additional Secretary.
    8. Lav Aggarwal (IAS:1996:AP) was elevated as Additional Secretary, Department of Health & Family Welfare.
    9. Ms Usha Padhee (IAS:1996:OR) was elevated as Additional Secretary, Ministry of Civil Aviation.
    10. Minhaj Alam (IAS:1996:KL) was elevated as Additional Secretary, Ministry of Food Processing Industries.
    11. Manoj Sahay (IA&AS:1994) was elevated as AS&FA Department of Expenditure, Ministry of Finance.

  • New Delhi (06.08.2022): Notifications of appointments and recommendations issued on Saturday are as follows: 
    • Dr (Ms) N Kalaiselvi was appointed as DG, CSIR and Secretary, Department of Scientific and Industrial Research for a period of two years. She replaces Dr Shekhar C Mande who retired on 30.04.2022.
    • The Central Deputation of Ms Shefali Juneja (IRS IT:1992) was extended for a period of one-year w.e.f. 28.08.2022. Presently, she is posted as Representative of India (JS level) in the Council of International Civil Aviation Organisation (ICAO), Montreal, Canada under the Ministry of Civil Aviation. 
    • The tenure of Ms Vandana Sharma (CSS) as Secretary (JS Level) Petroleum & Natural Gas Regulatory Board (PNGRB) for a period of six months beyond 25.07.2022.

  • New Delhi (03.08.2022): Notifications of appointments and recommendations issued on Wednesday are as follows: 
    • Suresh N Patel was appointed as Central Vigilance Commissioner (CVC) in the Central Vigilance Commission (CVC). He was Commissioner in CVC.
    • Former Intelligence Bureau (IB) chief Arvind Kumar (Retd IPS:1984:AM) and Praveen Kumar Srivastava (Retd IAS:1988:AM) were appointed to the post of Vigilance Commissioner in CVC. 
    • Shyam S Dubey (ICAS:1989) was prematurely repatriated to his parent cadre on the grounds of availing the benefit of promotion in the cadre. He is Joint  Secretary & Financial Advisor (JS&FA), Ministry of Housing & Urban Affairs. 
    • Ms. Gauri Parasher Joshi (IAS:2009:OD), Deputy Director in the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, was prematurely repatriated to her parent cadre on personal grounds with the provision of "extended cooling off".
    • Ms Neelam Sanghi (IRAS:1989) was prematurely repatriated to her parent cadre on the grounds of availing the benefit of promotion in the cadre. She is Additional CPFC (Hq) (JS level), Employees' Provident Fund Organisation (EPFO) under the Ministry of Labour & Employment.


  • New Delhi (02.08.2022):  Notifications of appointments and recommendations issued on Tuesday are as follows: 
    • The appointment order (dated 18.07.2022) of Aniket Govind Mandavgane (lFS:2009) as Deputy Secretary in the Prime Minister's Office was canceled
    • Ms. Shweta Singh (IFS:2008) was appointed as Director in the Prime Minister's Office for a period of three years.
    • S Arul Kumar (IPS:2008:HP) was appointed as Deputy Inspector General in Central Reserve Police Force (CRPF) for a period of five years.

  • New Delhi (01.08.2022): Notifications of appointments and recommendations issued on Monday are as follows: 
    Ajit Kumar Behura was appointed as Director (Finance), Mahanadi Coalfields Limited (MCL) till the date of his superannuation i.e. 30.06.2026. Presently, he is Deputy General Manager MCL.
