Though many top officials in Delhi decline to endorse but rumors have it that Binay Kumar Singh (IPS:1987:CG), Joint Director (Establishment) Intelligence Bureau, may shortly be made the DGP of Chhattisgarh in the aftermath of the Sukma attack. There is a strong similar buzz in the corridors of the PHQ in Raipur. After CM Dr. Raman Singh came under fire for the intelligence failure of the state police in the wake of Sukma massacres, he has reportedly veered round the view to handing over the command to Singh after the Lok Suraj Abhiyan gets over.
Such rumors sometimes also have wings. They might have got sustenance from the fact that Singh had earlier served in his career in Naryanpur as Additional SP and was in charge as SP of Bastar. Secondly, since there is a consensus among security experts that the naxal attack was result of intelligence failure, it is assumed that the posting of Singh as state DGP may ensure better coordination between the forces (central and state) and add to the capacity development of the State Police.
It may also be noted that when Chhattisgarh was carved out, he was the first DIGP (Intelligence & Operations) of state police. Later in the IB, he handled the sensitive SIB desk of naxal infested neighbouring states of Chhattisgarh, particularly Odisha. He is said to have also monitored communism globally and is considered an expert at counter subversion.
Further, the incumbent DGP A N Upadhyay (IPS:1985:CG) has completed almost 03 years as DGP and hence the names of B K Singh and D M Awasthi have been doing the rounds.
