New Delhi (08.04.2026): The Election Commission of India (ECI) has shifted Tamil Nadu Chief Secretary and Director, Vigilance & Anti-Corruption. Dr M Sai Kumar (IAS: 1990: TN) has been appointed as the new Chief Secretary replacing N Muruganandham (IAS: 1991: TN). Sandeep Mittal (IPS: 1995: TN) will be the new Director, DVAC, and DGP, Armed Police. He has replaced Davidson Devasirvatham.

“The officers transferred out shall not be posted in any election-related posts till the completion of elections,” the Commission said. Its directions to the Chief Secretary followed its review of the poll preparedness for the general election to the Tamil Nadu Legislative Assembly, 2026.

Prior to this appointment, Dr M Sai Kumar served as the Additional Chief Secretary / Commissioner of Revenue Administration. This administrative reshuffle was part of a major bureaucratic overhaul ordered by the ECI to ensure neutrality in the upcoming election process.
