Five TN IAS officers get new assignments

The Tamil Nadu government has transferred and given new assignments to four IAS officers that included Dr S Uma, Sub Collector, Palani who has been appointed as Additional Collector (Development) and project director, District Rural Development Agency, Ranipet. A R Gladstone Pusparaj, sub-collector Pattukottal has been transferred and appointed joint secretary, health and family welfare.

 

Grace Lalrindiki Pachuau (IAS:2014) has been appointed as an additional registrar of cooperative societies in the cadre post. Shankar Lal Kumawat (IAS:2010) who has returned to his home cadre from Rajasthan has been posted as Joint Commissioner education Greater Chennai Corporation. Asha Ajith (IAS:2015) appointed as Commissioner Nagercoil after she returned from leave.

Another senior officer K Phanindra Reddy (IAS: 1990: Tamil Nadu) has been appointed as Commissioner of Revenue Administration. Reddy will continue to function as the HR&CE Secretary/Commissioner. Sanctions have been accorded for creation of temporary post of additional chief secretaries to the Tamil Nadu government, municipal administration and water supply department, additional chief secretary to government, labour and employment department and additional chief secretary to government, co-operation, food and consumer protection department, under rule 4(2) of the I.A.S (Cadre) Rules, 7954 for a period of one year with effect from the date of issue of this order or till the need for them cease whichever is earlier.

The following officers of 1989 Batch of IAS of Tamil Nadu cadre have been promoted to Chief Secretary Grade of IAS in the post mentioned against each:

Tamil Nadu: Batchmates became CS & DGP

The Tamil Nadu Govt appointed K Shanmugam (IAS:1985:TN) and J K Tripathy (IPS:1985:TN) as the Chief Secretary and DGP (Law and Order) and State police chief.

 

Shanmugam replaces Girija Vaidyanathan who retires from the service on June 30, 2019. His long stint in the Finance Dept has helped him get the coveted post, despite being 6th on the seniority list.

 

Further, J K Tripathy, a native of Odisha, was picked as the new DGP from a list of six candidates vetted by the UPSC. Tripathi replaces T K Rajendran, whose term ends on June 30, 2019.

Raju (IAS) claims 'casteist' bias against his promotion

A senior Tamil Nadu cadre IAS officer, Jagmohan Singh Raju, has served a legal notice on the Department of Personnel and Training (DoPT) to initiate action for the removal of Central Vigilance Commissioner (CVC) K.V. Chowdary and register an FIR against him under the Scheduled Castes and Tribes (Prevention of Atrocities) Act for committing 'atrocities'.

 

Through his lawyer Prashant Bhushan, Raju called for the removal of the CVC under the terms of Section 6 (1) of the SC/ST (PoA) Act, including making a Presidential reference to the Supreme Court for holding an inquiry.


The notice was copied to the President, Prime Minister, Cabinet Secretary, and the Tamil Nadu Chief Secretary.


In his complaint to the National Commission for Scheduled Castes (NCSC), Raju alleged that the CVC had acted in a discriminatory manner and unfairly deprived him of his fundamental rights.


The CVC had allegedly ordered a re-inquiry into closed pseudonymous complaints against him, thus denying him the vigilance clearance required for his empanelment to the post of Additional Secretary.

He accused the CVC of harassment, demoralization, indignity and mental torture.


Raju's case is that he was cleared for promotion by a committee of the CVC and that the NCSC also recommended that the government examine the case and initiate action under Section 4 of the SC/ST (Prevention of Atrocities) Act.


In December 2018, the Delhi High Court supported Raju and directed the government to take a decision on recommendations of the NCSC.


While considering the Delhi High Court order, the Union Ministry of Social Justice and Empowerment in January observed that the department concerned was to consider the merits of the case, as regards the applicability of Section 4 of the SC/ST (PoA) Act.


In the light of the court order, the DoPT in February 2019 observed that despite being considered by the Special Committee of Secretaries (SCoS) for empanelment at the Additional Secretary level eight times, he was not recommended for empanelment. The DoPT also conveyed the Ministry’s observations to the CVC.


Noting that the officer had vigilance clearance thrice and was still not empaneled by the ACC, the CVC informed the NCSC that the question of any administrative inquiry for the perceived delay on the part of the Commission in granting vigilance clearance would not arise.

TN IAS Association stands up for health secretary

The Tamil Nadu IAS Officers' Association has expressed its support for health secretary J Radhakrishnan after two ministers in the state government asked for his role to be investigated in connection with former chief minister J Jayalalithaa's death.

 

"The Executive Committee expressed its serious concern over the public comments of Honourable Ministers in dragging a serving civil servant unnecessarily into a controversy when the matter is sub-judice,” the association said, urging the CM to intervene and ensure such remarks are not repeated.

The statement also highlighted that the law minister had quoted the deposition of Radhakrishnan as a witness even though it was not in the public domain.

 

It also condemned the fisheries minister D Jayakumar for saying that those who deposed before the inquiry committee should be interrogated by the police using "appropriate techniques".

 

Law Minister CV Shanmugam had launched a scathing attack on Radhakrishnan last week. He had claimed that the government wanted Jayalalithaa to be airlifted for treatment overseas, but Radhakrishnan said that if she is airlifted, it will harm the reputation of Indian doctors.  “He was more concerned about the prestige of the Indian doctors than Amma's health," the minister said.

 

The law minister's statement came two days after the standing counsel for the Commission of Inquiry probing the death stated that the evidence put forward by the health secretary was not only contradictory but also suggestive of conspiracy and collusion with Apollo with regard to inappropriate treatment to the late CM. The Apollo Hospital had vehemently denied all allegations.

 

The counsel prayed that the commission include Radhakrishnan as a respondent before it. Radhakrishnan had deposed before the probe panel on Friday.

 

Jayalalithaa died on December 5, 2016, and a Commission of Inquiry was constituted the next year by the ruling AIADMK government following allegations and suspicions surrounding her death.

Bajaj, senior IAS officer, seeks VRS

The 1987 batch Tamil Nadu cadre IAS officer, Jasbir Singh Bajaj has moved the application for VRS ten months ahead of his scheduled retirement on 31 July 2019.

 

According to rules, he has requested the Govt to relieve him from duties and responsibilities of the service on the expiry of three months notice period beginning 01 October 2018. Bajaj started his career with CBI and later in August 1987, he joined IAS. 

 

Currently, he is serving as the Principal Resident Commissioner at Tamil Nadu House in New Delhi.

 

It may be mentioned that probably Bajaj has the longest tenure as Resident Commissioner/Principal Resident Commissioner. Reportedly, he has served at  TN House for over 17 years. It is said under his supervision TN House became the first State Guest House to have ISO 9001 certification.

 

Having six professional degrees in Public Administration, Management and Law from reputed institutions, Bajaj may pursue the legal practice.  

 

Interestingly, Bajaj's VRS application is seen as one of the finest cases of a smooth transition as Bajaj has already delegated almost all decisionmaking & executive powers to his junior colleague N Murugandam (IAS:1991: TN) who too has been serving as Principal Resident Commissioner, TN House.
