Indianmandarins has reliably learnt that the government may be seriously deliberating the option for a two-year fixed tenure for the post of Union Finance Secretary on the pattern of the posts of Cabinet Secretary, Union Home Secretary, Foreign Secretary, Defence Secretary, CBI Chief, IB Chief, RAW Chief and now ED Chief. If it isn't an already a done thing its pressing necessity is already being felt as the management of the country's ever-evolving economic policy has turned far too complex to be dealt with by an officer with a shorter tenure of less than two years. It is also being argued that even two years is a short time frame because most of the IAS officers don't have the kind of exposure and knowledge of the overall economy that is urgently required for the job.
That the government may have come to gauge the merits & demerits of a fixed two-year term became apparent when Rajiv Gauba (IAS:1982: JH) and Sanjay Mitra (IAS:1982: WB) were appointed as Home and Defence secretaries whose superannuation age would be reached exactly two years w.e.f the date of their appointment. It was then seen as a well-conceived move implemented tactfully as officers with two years of residual service were drafted into fixed tenure posts.
So the only question remains whether the post of Finance Secretary may be turned into a fixed tenure one, even though the rumour still persists that some posts having fixed tenure may turn out to be not of fixed tenure at all.
It may be noted that the incumbent Union Revenue Secretary Hasmukh Adhia (IAS:1981: GJ) was appointed in the first week of November 2017 as Finance Secretary - just a year ahead of his scheduled retirement. In case the FS post is given a fixed tenure, it may keep Adhia in service till 07 November 2019. However, a big question hangs at the same time: Adhia is also seen as the strongest contender for the post of Cabinet Secretary following the completion of the extended tenure of Union Cabinet Secretary P K Sinha on 12 June this year. What happens if Sinha gets another extension?
