Indianmandarins has reliably learnt Dr. A Santosh Mathew (IAS:1985:BH) may join Bill & Melinda Gates Foundation as Director, Public Policy and Financial Inclusion at a multi-crore dollar salary. Mathew last week hit the headlines after he was repatriated from the center to his parent cadre (Additional Chief Secretary in Bihar Govt) and sought VRS. Previously, he served as the Chairman of National Council for Teacher Education (Govt of India) and prior to that, he was a Jt Secretary in the Ministry of Rural Development.
Since he was not empanelled as Secretary to Government of India, he was disheartened. It is said that what worked against him in this matter was his absence from service without due permission for about 10 years.
Mathew is a political economist with extensive experience as a civil servant. He is a Ph.D. in Development Studies from IDS, Sussex, and an MA in Economics from the Delhi School of Economics. He has taught at India's civil service college in Mussoorie (1994-2000). He was the National Program Director (2000-03) for the Leadership for Environment and Development (LEAD) program in India.
