The Niti Aayog CEO will sit as a part-time member on the reconstituted NHAI Board. He will replace the economic affairs secretary. The Union Finance Ministry may continue to be represented on the board through its expenditure secretary. Road transport secretary and director general of roads are the two other part-time members of the Board. NHAI chairman and five members of the highway authority are permanent members of the inter-ministerial board.
The reconstitution of NHAI Board was part of the proposal that the highways ministry had prepared for undertaking the biggest-ever highway development programme, Bharatmala.
The Cabinet has reportedly also approved delegation of more power to the NHAI Board for appraisal and approval of projects for speedier implementation.
This is said to be in line with the NDA-1 practice wherein the NHAI Board was delegated the authority to appraise and approve individual highway projects after the Cabinet gave one time go-ahead for the entire highway development programme.
