It is probably for the first time in the history of DoPT that status of inter-cadre deputation has been uploaded on its website. Murmuring over the initiative started among bureaucratic fraternity as what necessitated the DoPT to take such an initiative especially at this point of time.
It is being perceived as a welcome move by the government but insiders say that Sanjiv Chaturvedi's move to resort to CAT against the government response on his matter on ICD had prompted DoPT for the initiative. The government has not taken any decision as yet on Inter cadre change/deputation from Haryana to Uttarakhand despite Chaturvedi getting NoC from both the states. On the other hand approx 14 candidates were given ACC nod on ICD and CD by the NDA government.
Chaturvedi (former CVO of AIIMS) on his affidavit filed in CAT alleged the government for discrimination. Reportedly his affidavit filed on March 30, 2015 underlined that between May 26, 2014 to March 30, 2015 approx 29 cases of inter-cadre deputation were cleared by the ACC out of which 14 cases were in relaxation of policy guidelines according to which only officers completing 9 years of service and before achieving super time scale are allowed for inter cadre deputation. It means that in 50% cases of ICD, ACC gave relaxation in rules.
Insiders say that DoPT appears to be committed for transparency in its intent but the timing indicates that it would have taken into account the response of CAT in anticipation. In Chaturvedi's case despite completing required no of years in service, instead of approving the proposal ACC asked for fresh consent of state governments who had already given their NoCs.
