New Delhi (24.05.2021): Even without the approval of the central government, the Haryana administration has been appointing IPS, IFoS, and IRS officers to IAS cadre posts of principal secretaries to the state government beyond three months.

Following a representation made in this regard by Haryana IAS officer Ashok Khemka to the Union Cabinet Secretary in December 2020, the central DoPT has woken up and taken cognizance of the blatant violation of the All-India Service rules by the Haryana administration.

Asking the state administration to stick to IAS cadre rules 1954, meaning thereby not to appoint IPS, IFoS, and IRS officers to the IAS cadre posts of principal secretaries and definitely not beyond three months without its prior approval, the DoPT, in its letter dated March 24, 2021, called for a detailed status report with comments.

The state government has not yet responded and is reportedly trying to figure out how to wriggle out of the issue of its own creation.

Readers may recall that the DoPT had warned the state government of Nagaland against the “illegal appointment” of officers of its provincial services to IAS cadre posts in violation of the All India Service Rules.
