New Delhi (12.11.2025): The Central government has extended deputation tenure of 17 Directors of Census Operations (DCO) and Directors of Citizen Registration (DCR) across various states and union territories. This move comes as the Registrar General of India (RGI), under the Ministry of Home Affairs, prepares to launch the Census 2027 exercise.
The RGI had recently directed all states and UTs to complete the appointment of census functionaries by January 15, 2026. The Census, which involves detailed enumeration of the country’s population, is a significant administrative and demographic exercise.
Focus on Infiltrators and Political Context:
The upcoming Census takes on added political significance, especially as it follows the Special Intensive Revision (SIR) of electoral rolls by the Election Commission of India. A section of political analysts views the concurrent focus on population and identity-related exercises as aligning with the government's stated intent to address the issue of illegal immigration.
Prime Minister Narendra Modi, in his Independence Day address on August 15, 2025, from the ramparts of the Red Fort, had announced the government's commitment to drive out "infiltrators" from the country. Critics of the government have termed these steps—encompassing electoral roll revision and the comprehensive Census—as an "undeclared National Register of Citizens (NRC)" exercise.
Appointments and Tenure Details:
The Census Rules, 1990, mandate that State governments and local authorities appoint various functionaries. As per Rule 3, teachers, clerks, or other government officials can be engaged as enumerators, with supervisors typically being officers of a higher rank. District Collectors/Magistrates or nominated officers are designated as Principal Census Officers, overseeing operations in their respective jurisdictions.
The list of officers whose tenures have been extended includes:
  1. Swadha Dev Singh (IAS: OD: 2014), DCO/DCR, RGI (Hqrs.)—extended up to March 31, 2030.
  2. Amit Sharma (IAS: AGMUT: 2012), DCO/DCR, Jammu & Kashmir and Ladakh—extended up to March 31, 2030.
  3. Deep Shikha Sharma (IFoS: AGMUT: 2011), DCO/DCR, Himachal Pradesh—extended up to June 22, 2028.
  4. Nikhil Pavan Kalyan (IAS: OD: 2012), DCO/DCR, Odisha—extended up to June 15, 2028.
  5. Sujal Jayantibhai Mayatra (IAS: GJ: 2011), DCO/DCR, Gujarat, Daman & Diu and Dadra & Nagar Haveli—extended up to August 20, 2028.
  6. M Sundaresh Babu (IAS: KN: 2012), DCO/DCR, Tamil Nadu & Puducherry—extended up to June 22, 2028.
  7. J Nivas (IAS: AP: 2010), DCO/DCR, Andhra Pradesh—extended up to June 19, 2028.
  8. Purva Garg (IAS: AGMUT: 2015), DCO/DCR, Andaman & Nicobar Islands—extended up to August 10, 2028.
  9. Cheshta Yadav (IAS: AGMUT: 2014), DCO/DCR, Goa—extended up to August 17, 2028.
  10. Karma R Bonpo (IAS: SK: 2010), DCO/DCR, Sikkim—extended up to November 25, 2027.
  11. Bharati Holikeri (IAS: TG: 2010), DCO/DCR, Telangana—extended up to September 05, 2027.
  12. Lalit Jain (IAS: HP: 2011), DCO/DCR, Haryana—extended up to December 06, 2026.
  13. Zasekuolie Chusi (IAS: NL: 2011), DCO/DCR, Nagaland—extended up to December 18, 2026.
  14. Iva Ashish Srivastava (IAS: UD: 2010), DCO/DCR, Uttarakhand—extended up to April 02, 2026.
  15. Navjot Khosa (IAS: KL: 2012), DCO/DCR, Punjab & Chandigarh—extended up to March 31, 2026.
  16. Prabhat Kumar (IAS: JH: 2011), DCO/DCR, Jharkhand—extended up to March 31, 2026.
  17. Kartikeya Goel (IAS: 2010: CH), DCO/DCR, Chhattisgarh extended up to 31.08.2028. .

  18. In a separate move, Ratan Biswas (IAS: TR: 2013) has been newly appointed as DCO/DCR for Tripura for a period of three years.
