Thiruvananthapuram (20.12.2024): In a rare instance an IAS officer has publicly challenged actions of his senior colleagues against him leaving the matter open for a far-reaching implications on governance and integrity of administrative framework of the country. The case in point is where now daggers seem to be drawn from both the sides when suspended officer N Prasanth (IAS: 2007: KL) has sent a legal notice to Kerala Chief Secretary Sarada Muraleedharan (IAS: 1990: KL), Additional Chief Secretary A Jayathilak (IAS: 1990: KL), Industries Director K Gopalakrishnan (IAS: 2013: KL) and a leading newspaper of the state. They all have been accused of fabrication of documents of official records and criminal conspiracy in the legal notice.
Prasanth alleged that an ex-parte inquiry was conducted by Jayathilak charging him with missing files and attendance irregularity when he was serving as CEO of Unnathi. The legal notice claims that the report prepared by Jayathilak neither had government authorisation nor based on verified records. The letters on which Jayathilak’s report was based on were fabricated and uploaded to the government’s eOffice system.
There are many other discrepancies in the two letters on the basis of which the notice was prepared by Jayathilak that was served to Prasanth. These letters signed by Gopalkrishnan were hurriedly manipulated in August 2023 before they were moved out of the department.
The legal notice alleges that despite CS being formally informed about the matter on November 14, 2024, she failed to act upon it allowing manipulation of government records to continue. The notice demanded public apology from the accused and called for a detailed enquiry into actions of Jaythilak and Gopalkrishnan.
