New Delhi (27.08.2025): The Union government is reportedly gearing up for another significant bureaucratic reshuffle at the Additional Secretary level, following two major rounds of appointments and transfers that took place last week. Sources indicate that approximately nineteen key positions across various ministries and departments are currently lying vacant, necessitating a fresh round of placements.
The latest exercise, which saw over 30 officers reshuffled on August 22 and 25 at the Secretary and Additional Secretary, has created further vacancies, compounding the existing ones that have remained unfilled for weeks and even months. This has prompted the administration to prepare for a third wave of bureaucratic adjustments to ensure smooth functioning and continuity in key offices. The vacant positions are spread across a wide range of critical sectors. 
Among the prominent posts awaiting occupants are:
  1. Administrator, Universal Service Obligation Fund (USOF), Ministry of Telecom
  2. Chairman, Inland Waterways Authority of India (IWAI)
  3. Additional Secretary, Directorate General of Training, Skill Development
  4. Additional Secretary and Financial Advisor, Ministry of Culture
  5. Additional Secretary, Ministry of Environment, Forest and Climate Change
  6. Additional Secretary, Department of Agricultural Research and Education (DARE) & Secretary, Indian Council of Agriculture Research (ICAR)
  7.  Additional Secretary and Financial Advisor (FA), Ministry of Youth & Sports
  8.  Additional Secretary, Department of Higher Education, Ministry of Education
  9.  Additional Secretary, Ministry of Power
  10.  Additional Secretary, Ministry of New And Renewable Energy (MNRE)
  11.  DG, Directorate General of Hydrocarbon, Ministry of Petroleum and Natural Gas
  12.  DG, Directorate General of Foreign Trade (DGFT), Ministry of Commerce and Industry
  13.  Director General, National Testing Agency
  14.  DG, Directorate General of Shipping
  15. Additional Secretary, Prime Minister’s Office (PMO)
  16. Additional Secretary, Department of Financial Services, Ministry of Finance
  17. Managing Director, Tribal Cooperative Marketing Development Federation of India (TRIFED)
  18. CEO, National Land Monetization Corporation (NLMC); AS/JS level post 
The upcoming list is expected to be a little longer as well. The move is seen as part of the government's broader strategy to streamline administration and fill critical vacancies following the conclusion of the Parliament's Monsoon Session. While the recent reshuffles addressed several high-profile positions, this upcoming round is expected to focus on filling the remaining crucial roles to maintain administrative momentum. The appointments are anticipated to be announced in the coming days.
