New Delhi (25.08.2025): In a sweeping bureaucratic move, the Appointments Committee of the Cabinet (ACC) on Monday sanctioned a major reshuffle involving more than a dozen Additional Secretary-rank officers across various ministries and departments. The shake-up also includes the in-situ elevation of several officers.
Here is a look at the key appointments:
- Sanjay Rastogi (IAS: 1991: OR) has been named Director General of the National Archives of India, a new assignment from his current role as Additional Secretary & Financial Advisor in the Ministry of Youth Affairs & Sports.
- Anil Kumar Singhal (IAS: 1993: AP) is the new Chief Executive Officer of the National Rainfed Area Authority under the Ministry of Agriculture & Farmers Welfare by temporarily downgrading the Secretary-level post to AS-level. To formalise this the Centre modified its order dated 02.07.2025.
- Sudeep Jain (IAS: 1994: TN) will serve as Member Secretary for the National Commission for Women. Currently, he is Additional Secretary, Ministry of New & Renewable Energy.
- Dheeraj Sahu (IAS: 1996: UP) has been appointed as Additional Secretary in the Department of School Education & Literacy.
- A. Anbarasu (IAS: 1996: AGMUT) is the new Additional Secretary & Director General (Acquisition) in the Ministry of Defence.
- Lav Aggarwal (IAS: 1996: AP), currently in his cadre, has been appointed as Additional Secretary in the Ministry of Women & Child Development, succeeding Gyanesh Bharti. Currently, he is Resident Commissioner, Andhra Pradesh Bhawan in New Delhi.
- Gyanesh Bharti (IAS: 1998: AGMUT) has been moved to the Election Commission of India as the new Deputy Election Commissioner. Currently, he is working as Additional Secretary, Department of Women & Child Development (Govt of India).
- Sunil Kumar Barnwal (IAS: 1997: JH) has been appointed as Chief Executive Officer of the National Health Authority. Currently, he is working as Additional Secretary, Department of Higher Education.
- Manish Bhardwaj (IAS: 1997: GJ) is the new Secretary of the National Disaster Management Authority under the Ministry of Home Affairs. Currently, he is DDG, UIDAI.
- Akash Tripathi (IAS: 1998: MP) has been appointed as Managing Director of Solar Energy Corporation of India Ltd. Currently, he is Additional Secretary, Ministry of Power.
- Hirdesh Kumar (IAS: 1999: AGMUT) will be the new CEO of NATGRID, Ministry of Home Affairs. Currently, he is working as MD, TRIFED.
- Diwakar Nath Misra (IAS: 2000: AM), who was in the Assam cadre, is the new Additional Secretary in the Department of Revenue, Ministry of Finance.
- Akhil Kumar (IPS: 1994: UP) has been appointed as Managing Director/Chief Executive Officer of Digital India Corporation under the Ministry of Electronics & IT.
- Sandeep Sarkar (IDAS: 1995) has been appointed as Additional Secretary & Financial Advisor in the Department of Agricultural Research & Education.
- Anu P. Mathai (IES: 1996) has been appointed as Additional Secretary in the Department of Economic Affairs through a temporary upgrade of a vacant post.
In-situ upgradation has also been granted to two IAS officers:
- Shantanu (IAS: 1997: TR) has been elevated from Joint Secretary to Additional Secretary in the Ministry of Development of the North Eastern Region.
- Pawan Kumar Sharma (IAS: 1999: MP) has been elevated from Joint Secretary to Additional Secretary in the Department of Defence.
