Centre: Approx 7 lakh posts vacant across departments

There are around 6,83,823 vacancies lying as per annual report of Pay Research Unit of Department of Expenditure out of total 38,02,779 sanctioned posts as on March 01, 2018. These vacancies in the government are caused due to retirement, resignation, death and promotion.

During 2019-20 financial year, three recruiting agencies namely, UPSC, SSC and RRB have made recommendations for recruitment to the following posts: UPSC 4399, SSC 13995 and RRB 1,16,391 making the total number to 1,34,785.

Further, recruiting agencies like SSC, RRB, Postal Service Board and Ministry of Defence are in the process of filling up of 3,10,832 vacant posts, including 27,652 vacant posts of defence civilians. DoPT issues instructions from time to time for timely and advance action to fill up the vacant posts. Recently, all ministries/departments have been requested to take time-bound action to fill the existing vacancies in various Ministries/Departments.

The NaMo Government has directed filling up all existing vacancies pegging at around 7 lakh as per the last disclosure before Parliament. The DoPT in a circular has directed every secretary in the ministries to fill up all the existing vacancies in various ministries and departments.

The has been done after recommendation on CCIG that comprises the PM, Home Minister Amit Shah among some other members. The ministries have been asked to take a time-bound action in this regard.

The government has sought a report with the action taken to fill up the existing vacancies by the fifth day of every month. “The first such report should reach this department latest by February 5, 2020,” the DoPT circular says.

There were nearly 7 lakh vacancies in the central government as of 2018, and the total number employees has decreased since 2014 though the sanctioned number of posts has increased by almost 1.57 lakh, the government had told Parliament last November.

The data suggests that around 31.81 lakh central government were filled on March 1, 2018 as against 38 lakh post. The biggest central government employer, Indian Railways, had nearly 2.5 lakh vacancies, the data showed. About 1.9 lakh vacancies exist in the Defence (Civilian) sector, as per the data. Almost all ministries have vacancies.

Next chunk of lateral entry: NITI soon to advertise 54 posts with stylist nomenclature

After appointing 10 JS level officers through lateral entry, NITI Aayog is all set to advertise 54 posts under Flexipool. The posts would be open for applicants from the Govt sector on deputation as well as the private sector on a contractual  basis. This would be the next chunk of lateral entry in the Govt.

 

Interestingly, probably this is the first time that NITI has taken a deliberate move to make the offer attractive to create a pull factor for bright and best candidates from the market. The post may soon be advertised with stylish nomenclature. For example, as against the existing bracket of Rs 56,000-1,77,500 at the entry-level post (Section Officer level), it would offer a salary of approx. Rs 105000 for entrants on the lateral basis on contract.

 

The following posts may be advertised:


  • Joint Adviser- Director level post. New name Senior Specialist.
  • Deputy Adviser – Deputy Secretary level posts. New name Specialist.
  • Senior Research Officer (SRO)- Under Secretary level posts. New name Senior Associate.
  • Research Officer (RO)- Section Officer level with a new name Associate.

 

The posts may be shortly advertised in DAVP empanelled national dailies soon. Reportedly, NITI advertise the posts on its website today.

The DoPT on July 01, 2019 put the post of Development Commissioner (JS Level), Santa Cruz Exclusive Export Processing Zone (SEEPZ), Mumbai Special Economic Zone on offer.

SEEPZ comes under the Department of Commerce.


The post fell vacant after Baldev Harpal Singh (lAS:1989: MH) was repatriated to the cadre state of Maharashtra last month. Presently, Meeta Rajiv Lochan (IAS:1990:MH) is holding the additional charge of the post.
