From the selection and appointment of Ram Nath Kovind as the President of India to waging a war, and winning it, against the system of Triple Talaq that had enslaved Indian Muslim women for centuries, the administration has shown great tactical unpredictability in its political operations. Each time, the opposition has been outmaneuvered and caught gasping for breath. Given this background, it may not be surprising at all if the country gets a first woman cabinet secretary by default, even as the guessing goes on about Hasmukh Adhia and senior officers like Petroleum Secretary K D Tripathy (IAS:1980: AM) and many other prospective bright officers namely; N K Sinha (IAS:1980:BH), Rajive Kumar (IAS:1981:UP), Rajiv Nayan Choubey (IAS:1981:TN) and Anil Swarup (IAS:1981:UP). It is pointed out that Union Commerce Secretary Ms. Rita Tewatia (IAS:1981: GJ) possesses all qualifications to be appointed as the next Cabinet Secretary. She will retire a month after P K Sinha completes his extended tenure in June. Like the Petroleum Secretary, Ms. Tewatia is seen to have performed exceedingly well and her track record is blemish free. If she is selected for the top civil services' job, even the accusation of NaMo promoting only Gujarat cadre officers won't stick because she would be seen more as setting a positive record in terms of women's empowerment. And the opposition may once again find itself trapped.
