Sections of who’s who believe that three chief secretaries in two-and-half years in Punjab is certainly not normal but result of intra-party tussles. Reportedly, a trust deficit has taken root between AAP chief Arvind Kejriwal and Punjab CM Bhagwant Mann after former Delhi CM was sent to jail in the alleged Liquor Scam case. 

One of the most trusted men and the man credited with the victory of Punjab in Assembly elections and Rajya Sabha member Raghav Chadha is said to have been calling shots in the Punjab Government. 

One by one the central leadership represented by Chaddha is taking control of things in Punjab to cripple Bhagwant Mann. Four of Mann’s aides have also been removed from the chief minister’s office. They are his Officer on Special Duty Onkar Singh and three directors — Baltej Pannu, Manpreet Kaur and Navneet Wadhwa.

A section of insiders believes that Chadha has been running the affairs as a shadow CM in Punjab. Chadha is often seen escorted with high level security cover of commandos of Punjab police.
