The Winter Session of Parliament is set to start from 15th December which would be a maiden inning of Ms Snehlata Srivastava, the newly appointed Secretary General of Lok Sabha; though everybody appears to welcome Modi Govt's move to give Lok Sabha its first woman Secretary General.
Even a fortnight after the appointment of a new Secretary General of Lok Sabha, many theories are still doing the rounds in power corridors about what exactly went in favour of Ms. Snehlata Srivastava (Retd IAS:1982:MP).
To many, the answer lies in deciphering why previous Secretary General LS Anoop Mishra was denied an extension of service against the general expectation even though one of the top officials favoured Mishra's extension.
It's also rumored that the Lok Sabha Secretariat was inclined towards the then Secretary of LS Secretariat D K Bhalla (IAS:1986: NL) as Secretary General but the idea or the choice did not gel well with the top authorities. A section believes that this was the very reason Bhalla was abruptly repatriated to the parent cadre of Nagaland leaving many questions and rumors behind.
One may like to recall that early this year, LS Speaker Sumitra Mahajan had moved a file recommending an extension of service of a Jt Secretary Security in LS Secretariat Yogesh Deshmukh (IPS:1995:MP) but it was shot down on the ground that he could not be given an extension beyond 07 yrs. However, Indianmandarins had at that time published the name of more than 08 officers who were given extension beyond 07 years on certain grounds.
So what facilitated the appointment of Snehlata Srivastava?
Being an MP Cadre woman IAS officer, Ms. Srivastava may appear as the foremost choice of the Lok Sabha Speaker who hails from Indore but that may and may not be true. In fact, Ms Srivastava was seen close to Arun Jaitley, the trouble-shooter of the Govt. Earlier, she had served in the Finance Ministry as an Additional Secretary before being appointed as Secretary Justice. It is noteworthy that she was the first exception as Secretary Equivalent who was made Secretary Justice. Jaitley was then also Law Minister.
