Take, for instance, the case of abrupt transfer of Upendra Prasad Singh (IAS:1985:OR) from the Ministry of Petroleum & Natural Gas to the Ministry of Water Resources & Ganga Rejuvenation. It has become a matter of wild speculations as Singh was seen as the right-hand Jt Secretary of Minister Dharmendra Pradhan. On 23 September 2014, he was appointed as JS, MoP&G and held the additional charge of CMD, Oil India Limited from 02 July 2015. After a short while, he was elevated (in-situ) as Additional Secretary on 29 July, 2015 by upgrading the post. Many top executives of Oil PSUs have nothing but praise for Singh's professionalism. Hence his unscheduled and surprise transfer has raised the eyebrows of officials.
What's the message being signaled through the transfer of Singh is unclear. Maybe, he was seen getting too close to his minister for the comfort of his rivals. Maybe, someone turned too jealous of Pradhan's bright performance and wanted to spike his popularity chart. Maybe, someone thought his devotion to work can be better utilized in the Ministry of Water Resources and Ganga Rejuvenation where there is a real crisis as the country reels under severe water crisis and the Ganga rejuvenation plan has all but stalled.
