Girish Chandra Murmu's (IAS:1985:GJ) lateral shifting from the Department of Expenditure to the Department of Financial Services (Vice Ms Snehlata Srivastawa) indicates that the PMO has big plans for the banking sector which is plagued by huge NPA problems and calls for urgent systemic changes to enable this sector to become the locomotive of growth.
It's no secret that Murmu has been close to Prime Minister Narendra Modi since his days as Gujarat CM. That was one of the major reasons he was drafted straight into the Department of Expenditure. Having acclimatized himself to the functioning of the government of India and the Ministry of Finance, he must have been roaring to take up major responsibilities. His appointment as additional secretary in the department of financial services, therefore, must have pleased him and motivated him to do what's expected of him.
Murmu was first posted in GoI on July 29 last year as Additional Secretary Dept of Expenditure by upgrading the JS post to AS level. Once he was also considered as a top contender for the post of ED Chief too. Even as he didn't get the rumored postings - and there were several in his case, it may seem he was actually denied those posts as he was being groomed all these while to take up and sort out the challenges facing the banking industry.
