New Delhi (14.12.2020): It's another first: five to six secretary-level posts have been lying vacant for the past several months even as more vacancies are scheduled to arise.One reasoning - that explains away things but does not explain - is that the government may be awaiting the empanelment of 1989 batch officers.That does not sound convincing.Many officials believe that the government finds itself in this predicament by having limited its choice.
