Iron Curtain Vs Iron Curtain: Empanelment and selection no longer a guarantee

Disruption and disruptive changes have been something that define the NaMo administration appropriately. One may cite various examples to endorse this presumption.

The most interesting remark in this regard more often come from senior bureaucrats and top executive of the central PSUs is that days of certainties are over. And nothing guarantees you a smooth career progression be it empanelment for holding Joint Secretary, Additional Secretary or Secretary-level posts or PESB recommendation for board-level positions in Central PSUs.

Recently, various top-level executives of Central PSUs told Indianmandarins that earlier it used to be a deep sense of confidence and top executives used to congratulate their colleagues after PESB’s result for board-level positions are out. But gradually it faded away as selection does not guarantee ACC’s endorsement.

Similar appears to be the case of empanelment which was earlier considered as an assurance for posting at the level of JS, AS and Secretary in the government of India. 1985 batch senior IAS officers from Rajasthan and West Bengal cadre are such examples for whom posting as Secretary has become an endless wait. There are numerous such examples to endorse this assumption.

Stakeholders in bureaucracy and public-sector are often curious about this uncertainty. This is a known secret now that NaMo administration has less appetite for sharing its authority. Secondly, the ruling Govt at Centre has a strong and vast base of its cadre. Despite one meeting parameters for empanelment and PESB recommendation, it has to be in terms with certain other conditions as well. Unless these names are endorsed by the cadre framework, the end goal of empanelment and selection remains in the waiting-list but this is not the only criteria. Probably, this explains the reason behind inordinate delays in clearing various recommendations and proposals for appointment.    

Interestingly, in previous regimes too getting the nod from the power-centers was in practice. In UPA and Vajpayee regime also there were certain power-centers and individuals whose endorsements were key to the top appointments. Even though access and influence played a key role as these old models not only earned disrepute but proved to be counter-productive for governance as well.

In the NaMo regime, it became almost impossible for anyone to leverage on access and influence for posting and appointment but 360 feedback system and cadre endorsements [if true] put together have made certain things quite uncertain. Indian civil services earlier used to be termed as ‘Iron Curtain’ but NaMo administration has become an ‘Iron Curtain’ in itself. This is the strength of NaMo administration and to an extent its weakness as well.

Sometimes a few decisions become a puzzle for insiders too. The NaMo administration had on December 04, 2019 empanelled four officers for holding Secretary/Secretary Equivalent (Apex Grade) level posts at the Centre. Most of them had already been accorded Apex Scale in their respective cadres except for a 1985 batch officer who is yet to be empanelled in own cadre for holding Apex Grade post. Usually, it is cadre which often accords Apex Scale to its officers earlier than the Centre.

The NaMo administration on Wednesday announced the empanelment of 04 non-IAS officers for holding Secretary/Secretary-equivalent level posts in Govt of India; a rare phenomenon in Indian Bureaucracy. It has been a practice to that only IAS officers are empanelled to hold Secretary level post in Govt of India though officers from other Group A services are also given Apex Scale posts in their own cadres and core areas like Bio-Tech, Space, Legal etc.

Through this notification the NaMo administration appears to have passed on a message loud and clear that in addition to its social-economic perspective Modi Govt is equally keen to live its slogan ‘Sabka-saath, Sabka vikas’ in bureaucracy as well. Else, what would define that NaMo administration's move which on Wednesday empanelled four non-IAS officers to hold Secretary/Secretary-equivalent level posts in Govt of India which is as follows;

  1. Prem Kumar Kataria (IA&AS:1985)
  2. Prashant Kumar (IFS:1985:MP)
  3. Sanjay Kumar Mishra (IRS IT:1984)
  4. Shefali Shah (IRS IT:1985)

Presently, Sanjay Kumar Mishra is heading the Enforcement Directorate; Ms Shah is working as Additional Secretary, Department of Consumer Affairs; Prashant Kumar is Additional Secretary, Rural Development whereas P K Kataria is Additional Secretary, Ministry of Textiles.

P K Kataria, S K Mishra and Prashant Kumar were empanelled for holding Additional Secretary level post 09 November 2018.

The empanelment notification issued today may and may not have immediate implication when several Secretary level posts are lying vacant for weeks and months but for now NaMo administration’s has some message which may be interpreted and analysed again in the days to come.

Simultaneously, it would be worth underlined that long back T S Krishnamurthy became the first Indian Revenue Service officer to become a Secretary to the Government of India as well as the Chief Election Commissioner of India  during February 2004 - May 2005.

As Indianmandarins had reported first early morning today the NaMo administration on Wednesday cleared the appointment and reshuffle of Additional Secretary level posts. Several 1991 batch IAS officers were posted as Additional Secretary in Govt of India and various others were elevated (In-situ) from Joint Secretary to Additional Secretary rank. They are:

  1. Amit Yadav (IAS:1991:UT) appointed as DG, Directorate General of Foreign Trade, Ministry of Commerce & Industry in the rank and pay of Additional Secretary. Presently, he is JS  Department of Telecom.
  2. Rakesh Sarwal (IAS:1988:TR) appointed as Additional Secretary, Department of Higher Education. Presently, he is  Additional Secretary, Ministry of Food Processing Industries. He replaces Sukhbir Singh Sandhu on his appointment as Chairman, NHAI.
  3. Sukhbir Singh Sandhu (IAS:1988:UK) appointed as Chairman, National Highways Authority of India. Presently, he is Additional Secretary, Department of Higher Education.
  4. Ms. T. Rajeshwari (ISS:1985) appointed as Additional Secretary, Ministry of Statistics and Programme Implementation. Presently, she is Additional Secretary, Department of Water Resources, River Development and Ganga Rejuvenation, Ministry of Jal Shakti.
  5. Arvlnd Singh (IAS:1988:MH), presently in the Cadre, appointed as Chairman, Airports Authority of India.
  6. Ashish Upadhyay (IAS:1989:MP) appointed as AS&FA in the rank and pay of Additional Secretary, Ministry of Power. Presently, he is Joint Secretary, Ministry of Coal.
  7. K Sanjay Murthy (IAS:1989:HP) appointed as CEO & MD of Delhi Mumbai Industrial Corridor Development Corporation, Ministry of Commerce & Industry. Presently he is Additional Secretary, Ministry of Housing and Urban Affairs.
  8. Keshav Kumar Pathak (IAS:1990:BH), presently in the Cadre, appointed as Managing Director, National Highways & Infrastructure Development Corporation Ltd (MD, NHIDCL).  
  9. Ganji Kamala V Rao (IAS:1990:KL), presently in the Cadre, appointed as CMD,  India Tourism Development Corporation Ltd (MD, ITDC).
  10. K Moses Chalai (IAS:1990:MN) appointed as Secretary, North Eastern Council Secretariat (Ministry of DONER). Presently, he is Additional Secretary, Ministry of Women and Child Development.
  11. S Gopalakrishnan (IAS:1991:TN) appointed (In-situ) as Additional Secretary, Ministry of Electronics and Information Technology. Presently, he is Joint Secretary, Ministry of Electronics and IT.
  12. Pramod Kumar Tiwari (IAS:1991:AM) appointed as DG, Bureau of Indian Standards (BIS), Ministry of Consumer Affairs, Food and Public Distribution in the rank & pay of Additional Secretary. Presently, he is JS Department of Food and PD.
  13. Ms. Debashri Mukherjee (IAS:1991:UT), JS in PMO, appointed as Additional Secretary, Department of Water Resources, River Development and Ganga Rejuvenation.
  14. Ms Rachna Shah (IAS:1991:KL) appointed as Additional Secretary, Cabinet Secretariat vice Rajesh Bhushan (IAS:1987:BH) who was yesterday appointed Secretary (Coordination), Cabinet Secretariat.
  15. B Srinivas (IAS:1991:KL) appointed as MD, National Horticulture Board, Department of Agriculture in the rank and pay of Additional Secretary.
  16. Satya Brata Sahu (IAS:1991:OR) appointed as Additional Secretary, Department of Land Resources, Ministry of Rural Development. Presently he is Director (JS level), NHIDCL.
  17. Vijayendra (IAS:1991:AM) appointed as CMD (AS level), National Small Industries Corporation Ltd. Presently, he is JS, Department of Defence Production.

The ACC has also approved upgradation of the following officers of 1991 batch on in-situ basis to the level of Additional Secretary (GoI) as a measure personal to them, by temporarily upgrading the posts held by them:

The NaMo administration on Tuesday cleared over dozen of appointments in Secretary level whereas a dozen of officers freshly empanelled to hold  Secretary/Secretary equivalent posts in Govt of India. The complete goes as follows:  

  1. Braj Raj Sharma (IAS:1984:JK) as Chairman, Staff Selection Commission in the rank and pay of Secretary. Presently, he is Secretary, Department of Border Management (MHA).
  2. Sanjeev Gupta (IAS:1985:HP) appointed (in-situ) as Secretary, Inter State Council Secretariat, Ministry of Home Affairs.
  3. Sailesh (IAS:1985:AM) appointed as Secretary, Department of Public Enterprises. He replaces Ms Seema Bahuguna who retired in September this year. Presently, Sailesh is Secretary, Ministry of Minority Affairs.
  4. Alok Tandon (IAS:1986:UP) appointed as  Secretary, Department of Administrative Reforms and Public Grievances. In his new assignment he will hold the additional charge of the post of Secretary, Department of Pensions and Pensioners Welfare. Presently, he is in cadre and serving as Chairman Noida Authority.
  5. Sanjeev Nandan Sahai (IAS:1986:UT) appointed (In-situ) as Secretary, Ministry of Power vice Subhash Chandra Garg (IAS:1983:RJ) upon his retirement on 31.10.2019. Presently, Sahai is working as Special Secretary, Ministry of Power.
  6. Pramod Kumar Das (IAS:1986:MP) appointed as Secretary, Ministry of Minority Affairs vice Sailesh on his appointment as Secretary, DPE. Presently, he is Special Secretary, Department of Expenditure, Ministry of Finance.
  7. Nagendra Nath Sinha (IAS:1987:JH), Chairman, NHAI, appointed as Secretary, Department of Border Management (MHA) vice Braj Raj Sharma.
  8. Tuhin Kanta Pandey (IAS:1987:OR), presently in the Cadre, appointed as Secretary, Department of Investment and Public Asset Management vice Anil Kumar Khachi (IAS:1986:HP) on his repatriation to his parent cadre on personal grounds with immediate effect.
  9. Pankaj Kumar (IAS:1987:NL) appointed as CEO, Unique Identification Authority of India (UIDAI) in the rank and pay of Secretary by temporarily upgrading the post. Presently, he is Additional Secretary, Ministry of Electronics and Information Technology.
