New Delhi (27.04.2026): In a significant leadership change within its financial wing at the Rail Bhawan, Rohit Parmar (IRAS: 1999) has been appointed as Executive Director Finance (Expenditure) in the Railway Board.

Parmar brings extensive experience in railway finance, statistics, and corporate financial management to this critical role. This appointment comes at a time when the Indian Railways are executing its highest-ever capital expenditure (CAPEX) for modernization and safety upgrades. Parmar's deep understanding of the "Expenditure" and "Statistics" verticals is expected to streamline the financial vetting process for high-priority projects like the Amrit Bharat Station Scheme and the expansion of the high-speed rail network.

Parmar’s transition from a major PSU role back to the Railway Board marks a strategic move to leverage his expertise in corporate finance for the administrative rigors of the Board's Expenditure wing.

Key Responsibilities include:

  • Project Oversight: Evaluating and granting financial concurrence for large-scale infrastructure projects, including new lines, doubling, and electrification.
  • Expenditure Control: Monitoring the Ministry's spending to ensure it aligns with the sanctioned Budgetary Grants and Appropriation Accounts.
  • Policy Formulation: Developing financial rules and orders that govern the expenditure of public funds across all Zonal Railways.
  • Financial Scrutiny: Acting as a prudential check on procurement, stores, and establishment-related financial proposals to prevent irregularities.
