New Delhi (04.09.2025): In a significant development, the President of India has ordered the reinstatement of Hemant Kumar, a 2013-batch IAS officer of the AGMUT cadre, revoking his suspension. The move follows the closure of a case against him by the Central Bureau of Investigation (CBI) and a finding that allegations of irregularities could not be substantiated. Hemant Kumar, who was suspended by the Ministry of Home Affairs (MHA) on October 20, 2023, is set to rejoin service on Friday, September 6, 2025. His suspension had been extended multiple times, with the last extension granted on March 10, 2025, for a period of 180 days, until September 5.
The disciplinary proceedings against Kumar were initiated over alleged irregularities related to an arbitration award in a land acquisition matter for the construction of a National Highway in Bamnoli village, Delhi. The government had appointed S.K. Srivastava, a retired 1978-batch IAS officer, as the Inquiring Authority and Dilkhush Meena, a 2019-batch IAS officer, as the Presenting Officer in the case on March 7, 2025.
However, the CBI, which was also investigating the matter, has since closed its case against the officer, and there are no other criminal proceedings pending against him. The President's order to revoke the suspension and reinstate the officer's service is based on the findings that the initial allegations could not be proved, bringing an end to the nearly two-year-long ordeal for the young bureaucrat.
