Road to Raisina hills goes from PESB?

By IndianMandarins 22 Apr 2020

It is a sheer coincidence but yet remarkable. Former PESB Chairman Sanjay Kothari was abruptly made Secretary to the President years before he completed his tenure at PESB. Now, Kothari’s predecessor at PESB Kapil Dev Tripathy too was suddenly drafted as Kothari’s successor at Raisina hills. Coincidence but yet remarkable.

Indianmandarins has reliably learned that Dr E L S N Bala Prasad (IAS:1986:BH) may be appointed as Secretary to the President; a post which will fall vacant after Sanjay Kothari takes oath as Chief Vigilance Commissioner. Presently, he is working in the President Secretariat as Special Secretary to The President. It is believed that the new Secretary’s appointment may be on co-terminus basis with the President.

Reportedly, a senior IAS officer’s name was tossed for the coveted position but Bala Prasad remained as the first choice for the job who still has a year long term in service.

Anti-corruption ombudsman has nothing to tell Parliament this year!

By IndianMandarins 12 Mar 2020

The government informs that since the appointment of Lokpal took place at the fag end of March, 2019 so there is no report as such this year to present before Parliament. The long-cherished promise of fighting corruption at the top level, the ombudsman called Lokpal is in place and fully functional.

The President of Indida appointed Chairperson and eight Members of the Lokpal and they assumed charges of their respective offices on March 23 and March 27, 2019 respectively. Pinaki Chandra Ghose is the Chairperson and Dilip Babasaheb Bhosale, Pradip Kumar Mohanty, Abhilasha Kumari, Ajay Kumar Tripathi, Dinesh Jain, Archana Ramasundaram, Mahendra Singh and Dr Indrajeet Prashad Gautan being the other members.

The Lokpal is required to present annually to the President a report on the work done by it, which is caused to be laid in both the houses of Parliament. Since the Lokpal was operationalized at the fag end of March, 2019, no such report has been submitted. Hence, details of the cases registered and action taken thereon by the Lokpal are not available.

Lutyens' Delhi: Bureaucracy abuzz with a colleague's importance

By IndianMandarins 03 Feb 2020

It passed off unnoticed in Lutyens' Delhi. But more than a week after, its importance is dawning upon senior officials.

Despite who’s who of power corridor in Delhi attending a private function of a joint secretary-level officer that had failed to catch eyeballs of many in Lutyens but people in the power corridors are still whispering about the affair cautiously even a week has gone by.

'Mundan Sanskar' of the daughter of a Joint Secretary level IAS officer working in the Commerce Ministry has become a matter of discussion for many senior officials these days. What they appear to be astonished about is that there are over four hundred Joint Secretary level officers across all ministries and departments in the Govt of India but this seems to be something very unheard of that the top echelons of the country did not miss to attend the invitation.

So much so that the event was attended by President of India, Prime Minister of the country, Union Home Minister Amit Shah, Defence Minister Rajnath Singh, Commerce/Industry minister, Health/IT Minister, Chief of Defence Staff General Vipin Rawat, chief ministers of several states and dozens of former Union ministers (UPA)  and Union secretaries too attending the function but it went unnoticed in Lutyens' Delhi which keeps track of the fact even how many times PM clapped during the budget presentation.
