New Delhi (19.03.2021): The DoPT is said to be finalizing the process of deputing more AIS officers to the UTs of J&K and Ladakh on an inter-cadre basis for a term of three to five years. This is necessitated by the fact that, since the MHA started looking for more AIS officers from October-November 2020 to fill the acute shortage of officers in the troubled region, a lot of problems cropped up - like many officers wanting to move to the region didn't even know who to apply to. After sorting out the problems such as the one cited above, the DoPT has finalized a further list of 18 or so AIS officers, mostly from IAS, IPS, IRS, And IFoS, to the UT of J&K, to be deputed to the UTs of J&K and Ladakh. The list includes a number of officers belonging to the UTs and may be cleared for posting after the due process is complete. Already, more than a dozen officers from IAS, IPS, IFoS, IRS, and other Services have been posted in the new UTs. The streamlining of the application process has ensured that all those who in confusion applied to the MHA, or their respective states, or their departments concerned, have their applications pooled in the DoPT, which is finalizing the candidatures of many desirous officers for posting to the new UTs. So on top of 18, more officers may be available soon for posting to the UTs of J&K and Ladakh. Also, the Central Government may shortly create a single department to process all applications of desirous officers. Possibly, a single email ID may be generated for applying for posting in the new UTs. Further, the government may consider reviewing the cadre strength for the UTs of J&K in view of the shortage of AIS officers. J&K in its old avatar of a state had a sanctioned strength of 137 IAS officers. Yet it had only 58 of them working when the UT of J&K was created, and that's why the central government rushed to deputing AIS officers in the new UT from other states and the AGMUT cadre. Since the J&K cadre was abolished after the formation of the UTs of J&K and Ladakh, the requirement of officers for the two UTs is being met from the AGMUT cadre whose strength may have to be substantially raised to cope with the increased requirement of the two new UTs.
