Jitendra Singh launches the IAS Civil List-2020

Union Minister Dr Jitendra Singh on June 26, 2020 launched the IAS Civil List-2020 and its e-version. The minister said that the dynamic list will help in selecting the right officer for the right assignment based on the available profile. It is a vital source of information on the officers manning various posts for the general public.

This is the 65th edition of the IAS Civil List and the 2nd e-Civil list with photographs of the IAS officers of all the State Cadres. The List also contains information about IAS officers as per batch, cadre state, present posting, pay and allowances, education and superannuation.

Dr Singh said that the push given to DoPT in the last 5-6 years by the Modi Government resulted in a number of innovations and reforms for the common public good. Referring to a series of out of box decisions since May 2014, he said that the decision to do away with the time-old practice of getting documents attested by a gazetted officer and replacing the same with self-attestation, three-month Central Government stint as Assistant Secretaries for IAS officers in the beginning of their career, PM’s Excellence Awards of DARPG were revolutionary in nature.

The Minister said that the proposal for the establishment of a National Recruitment Agency is at an advanced stage and when introduced, it will be recorded in the annals of history for providing level playing field to the candidates. The NRA will conduct a computer-based online Common Eligibility Test for recruitment to non-gazetted posts with test centres in every district.

Srinivas takes over as EO and Secretary to the ACC

Katikithala Srinivas (IAS:1989:GJ) on June 1 took over as the new Establishment Officer, DoPT and Secretary to the Appointment Committee of the Cabinet (ACC) headed by the Prime Minister. Prior to this Srinivas was working as Additional Secretary in the DoPT itself. He has replaced P K Tripathi (IAS:1987:JK) who takes over as Union Steel Secretary today.

Srinivas is considered to be among the trusted officers of the PM so much so that when Narendra Modi moved to New Delhi as the PM of the country, he handed over his ambitious project of ‘Statue of Unity’ to him. During his stint in cadre state of Gujarat, he also headed the General Administration Department (GAD).

The post of EO is considered to be the most powerful in the Government of India at the level Additional Secretary as the office of EO is considered as the ‘Gateway to the ACC’.

It may be mentioned here that as Secretary to the ACC the Establishment Officer (EO) handles all senior appointments under the Government of India requiring the approval of the ACC. EO also handles the policy on regulation of tenure of officers serving at the Centre, Inter-cadre deputation/transfers of All India Service officers, the appointment of Central Observers of Election to Lok Sabha/Assembly elections, maintenance of ACRs and APRs of IAS officers, empanelment of IAS/IFS/IPS officers for holding Joint Secretary or equivalent posts at Centre. In addition, EO also handles the cadre clearance to AIS officers for taking up foreign assignments and matters relating to career management and foreign assignment.

DOPT going slow, officers under dilemma: SFIO Director Bhatia completes tenure

COVID-19 pandemic has severely hit day-to-day administration across departments and ministries forcing them to focus time, resources and attention in handling counter measures and future strategies and Department of Personnel and Training (DoPT) too is not an exception.

There are several officers who are feeling the heat amid DOPT going slow in issuing regular orders pertaining to appointments, extension in tenures etc. Several officers who completed or approaching completion of central deputation tenure are clueless for want of official orders.

There are many officers awaiting either extension orders or relieving orders after completion of their tenure. For example, Amardeep Singh Bhatia (IAS:1993:NL), Director (JS level post), Serious Fraud Investigation Organization (SFIO) completed his tenure on Wednesday. Neither his term was extended nor did he get relieving order from the ministry.

While speaking to Indianmandarins few senior officials indicated that ACC orders and deputation rules clearly state that a person does not necessarily require relieving order. As per provisions officials stand relieved on the date of completion of tenure.     

It is pertinent to mentioned that on completion of tenure officers are relieved and given a ‘Term end leave’, usually for a two months period, to address personal needs arising in the transition period. During the period, they get salary from the same ministry though the period is adjusted from one’s own quota of leave. But with DoPT not issuing such orders have put such officers under dilemma. Though, in extraordinary situations such orders (relieving or term end leave) are sanctioned in retrospection as well.
