New Delhi (25.03.2021): The NaMo administration on Thursday effected a major bureaucratic reshuffle. As many as fifty-one officers were appointed and promoted in the rank of Secretary and Additional Secretary level post. This includes the in-situ up-gradation of nineteen officers from Joint Secretary to Additional Secretary level posts: The list goes as follows:

  1. Talleen Kumar (lAS:WB:1987) appointed as Member Finance, Space Commission in the rank and pay of Secretary to the Government of India. He will also hold additional charge of Member Finance, Earth Commission, and Atomic Energy Commission. Presently he is working as Chief Executive Officer, Government eMarketplace Special Purpose Vehicle, Ministry of Commerce and Industry.
  2. Chandrashekhar Mohapatra (IES:1986) appointed as Additional Secretary, GST Council Secretariat under the Department of Revenue. Presently he is working as Additional Secretary, Department of Economic Affairs.
  3. Rohit Kumar Singh (lAS:1989:RJ) appointed as Additional Secretary, Ministry of Culture. Presently he is Additional Chief Secretary (Home) in the Government of Rajasthan.
  4. Mukhmeet Singh Bhatia (lAS:1990:JH) appointed as Director-General, Employees' State Insurance Corporation (ESIC), Ministry of Labour and Employment in the rank and pay of Additional Secretary. Presently he is working as Additional Secretary, Department of Economic Affairs.
  5. Saurabh Garg (IAS:1991:OR) appointed as Chief Executive Officer, Unique Identification Authority of India (UIDAI) in the rank and pay of Additional Secretary. Presently, he is serving in the cadre state of Odisa.
  6. Ms. Rachna Shah (IAS:1991:KL) appointed as Additional Secretary, Department of Commerce, Ministry of Commerce & Industry. Presently, he is serving as Additional Secretary, Cabinet Secretariat.
  7. Alkesh Kumar Sharma (lAS:1990:KL), presently in the cadre, appointed as Additional Secretary in Cabinet Secretariat vice Ms. Rachna Shah.
  8. Shashi Ranjan Kumar (lAS:1992:TR), presently in the cadre, appointed as Additional Secretary and Financial Adviser, Ministry of Textiles.
  9. Ms. Deepti Umashankar (IAS:1993:HY), presently in the cadre, appointed as Additional Secretary, Department of Personnel & Training (DOPT) by temporarily upgrading a vacant post of Joint Secretary in the Department.
  10. Ms Sukriti Likhi (lAS:1993:HY)  appointed as Additional Secretary & Financial Adviser, Ministry of Steel. Presently, she is serving as Additional Secretary in the Department of Heavy Industry.
  11. Sanjeev Kumar (IAS:1993:MH), presently in the cadre, appointed as Chairman, Airports Authority of India in the rank and pay of Additional Secretary.
  12. Prashant Kumar Singh (lAS:1993:MN) replaces Talleen Kumar as the new CEO of Government e-Marketplace Special Purpose Vehicle (SPV) under the Ministry of Commerce and Industry in the rank and pay of Additional Secretary. Presently, he is serving in the cadre state of Manipur.
  13. Surendra Kumar Bagde (lAS:1993:MH), presently in the cadre, appointed as Additional Secretary, Ministry of Housing and Urban Affairs.
  14. Ms. Richa Sharma (lAS:1994:CG) was appointed as Additional Secretary, Ministry of Environment, Forest & Climate Change (MoEF&CC). Presently, she is working as  Joint Secretary, MoEF&CC.
  15. Vivek Aggarwal (lAS:1994:MP) was appointed as Additional Secretary, Department of Agriculture, Cooperation & Farmers Welfare (DoAC&FW). Presently, he is working as  Joint Secretary, (DoAC&FW).
  16. Santosh Kumar Sarangi (lAS:1994:OR), presently in the cadre, as Additional Secretary, Department of School Education & Literacy under the Ministry of Education. Sarangi will also hold the additional charge of the post of Chairman, National Council for Teacher Education (NCTC).
  17. Ms Nidhi Chhibber (lAS:1994:CG) replaced Sukriti Likhi as Additional Secretary, Department of Heavy Industry under the Ministry of Heavy Industries and Public Enterprises. Presently she is Joint Secretary, Department of Defence.
  18. Sanjay Lohiya (lAS:1994:AM) was appointed as Additional Secretary, Ministry of Mines. Presently, he is working as Joint Secretary, Ministry of Mines.
  19. Ms. Leena Johri (lAS:1994:UP) appointed as Additional Secretary and Financial Adviser (AS&FA), Ministry of Rural Development. Presently, she is Joint Secretary, Department of Rural Development.
  20. Partha Sarthi Sensharma (lAS:1994:UP) appointed as Additional Secretary, Ministry of Culture by temporarily upgrading a vacant post of Joint Secretary in the Ministry. Presently, he is working as Joint Secretary, Department of Fertilizers, Ministry of Chemicals & Fertilizers .
  21. Atish Chandra (lAS:1994:BH) appointed as CMD, Food Corporation of India (FCI) in the rank and pay of Additional Secretary. Presently, he is Joint Secretary, Department of Agriculture, Cooperation & Farmers Welfare.
  22. Amar Nath (lAS:1994:UT) was appointed as Additional Secretary in the Ministry of Petroleum & Natural Gas. Presently, he is  Joint Secretary in the Ministry of Petroleum & Natural Gas.

Further, the NaMo administration upgraded (in-situ) the post of nineteen Joint Secretary level officers to the level of Additional Secretary, as a measure personal to the officer, by temporarily upgrading the posts held by them. The list of officers (upgraded from JS to AS level post) goes as follows:

  1. Prasanta Kumar Swain (IPoS:1987)- Additional Secretary, Department of Agriculture, Cooperation and Farmers Welfare.
  2. Sundeep Kumar Nayak (lAS:1988:JK)- Managing Director, National Cooperative Development Corporation (NCDC) under the Department of Agriculture, Cooperation & Farmers Welfare.
  3. Anil Kumar Agarwal (IPS:1988:UP)- Additional Secretary, Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry.
  4. Ram K Khandelwal (lAS:1989:BH)- Additional Secretary, National Human Rights Commission, Department of Home, Ministry of Home Affairs.
  5. Alok Saxena (IPoS:1989)- Additional Secretary, Department of Health and Family Welfare, Ministry of Health and Family Welfare.
  6. Rajinder Kumar Kashyap (IPoS:1989)-  Additional Secretary, Department of Justice, Ministry of Law and Justice.
  7. Ms. Vandita Kaul (IPoS:1989)- Additional Secretary, Department of Financial Services, Ministry of Finance.
  8. Ms. Ruchika Chaudhry (IRS IT:1990)- Additional Secretary, Ministry of Steel.
  9. Sanjay Prasad (IRS IT:1990)- Additional Secretary, Department of Expenditure, Ministry of Finance.
  10. Sandip Pradhan (IRS IT:1990)- Director-General, Sports Authority of India (SAI).
  11. Praveen Vashista (IPS:1991:BH)- Additional Secretary, Department of HomeMinistry of Home Affairs.
  12. Suchindra Misra (IDAS:1992)- Additional Secretary, Department of Financial Services, Ministry of Finance.
  13. Ms Anuradha Thakur (lAS:1994:HP)- Additional Secretary, Cabinet Secretariat.
  14. Rajesh Agarwal (lAS:1994:MN)- Executive Director, India Trade Promotion Organization (ITPO) under the Ministry of Commerce and Industry.
  15. Arvind Shrivastava (lAS:1994:KN)- Additional Secretary, Prime Minister's Office.
  16. Ms P Amudha (lAS:1994:TN)- Additional Secretary, Prime Minister's Office.
  17. Ms. Vennecaganti Radha (lAS:1994:MH)- Additional Secretary, Department for Promotion of Industry and Internal Trade, Ministry of Commerce & Industry.
  18. Vikas Sheel (lAS:1994:CG)– Additional Secretary, Department of Health & Family Welfare, Ministry of Health & Family Welfare.
  19. Piyush Goyal (lAS:1994:NL)- Additional Secretary, Department of HomeMinistry of Home Affairs.
