Union Home Ministry on Tuesday effected a major bureaucratic reshuffle of Joint AGMUT cadre IAS and IPS officers.

Altogether 19 IAS officers were transferred as follows:

Chhatisgarh reshuffles portfolios of 11 IAS officers

11 Indian Administrative Service (IAS) officers from different batches were rotated and given new assignments and additional responsibilities in Chhattisgarh on Monday. Looks like the state is short of an adequate number of IAS officers as reflected in assigning several officers with additional responsibilities.

A state Revenue Board member A. Kulbhushan Toppo (2003 batch) is the new Director of the Chhattisgarh Academy of Administration.

Alarmelmangai D is given the additional responsibility of Secretary of Finance Department.

Similarly, Home Secretary Umesh Kumar Agrawal (2004 batch) has been given the additional charge  Energy Secretary.

Agriculture Secretary Dhananjay Dewangan is given the additional responsibility of Secretary in Skill Development, Technical Education, and Employment Department.

The Special Secretary in the Department of Housing and Environment, Neelam Namdev Ekka (2005 batch), has moved as Special Secretary in the Department of Primitive Castes, Scheduled Castes, Backward Classes, and Minorities Development. He has also been given the additional charge as Director in the Directorate of Aviation.

Registrar of Cooperative Societies Him Shikhar Gupta has been given the additional charge as Managing Director of the Chhattisgarh State Agricultural Marketing Board.

Bhaskar Vilas Sandeepan (IAS 2011) is posted as Managing Director of Chhattisgarh Road Development Corporation. He has been given the additional charge of Joint Secretary in the Agriculture Department.

Kabirdham Additional Collector and 2011 batch IAS officer Jeevan Kishor Dhruv has been appointed as Secretary in the Chhattisgarh Public Service Commission.

A 2012 batch IAS officer, Pushpa Sahu has been appointed as Deputy Secretary in the Mineral Resource Department. She has been given additional charges of Deputy Secretary in the Culture and Tourism Department of Chhattisgarh.

Korba Additional Collector and 2012 batch IAS officer Sanjay Agrawal has been appointed the Deputy Secretary in the General Administration Department.

A 2015 batch IAS officer, Prabhat Malik has been appointed as Director of Institutional Finance. He has also been given the charge of Additional Managing Director of Raipur Smart City Limited (RSCL).

UP government transfers IPS officers for inaction

The Uttar Pradesh government transferred 15 IPS officers, including Kanpur SSP Dinesh Kumar P (IPS:2009). Preetinder Singh (IPS:2004) has been made the new Deputy Inspector General/Senior Superintendent of Police of Kanpur. He was earlier the DIG Aligarh range.

Dinesh Kumar P has been posted as Jhansi SSP. His transfer comes amid kidnapping and killing of a 27-year-old lab technician in Kanpur. Five people, including a woman and two friends of S Yadav, have been arrested in connection with the case, according to police.

The state government has also transferred Amethi SP Khyati Garg (IPS:2013). She has been posted as Lucknow DCP. On July 17, a mother-daughter duo from Amethi attempted self-immolation outside the chief minister’s office in Lucknow alleging inaction in a case.

Laltinkhuma Franklin (IAS:2006:UT), awaiting posting, was posted as Special Commissioner (T&T).

Azimul Haque (IAS:2007:UT), Special Secretary (Home) holding the additional charge of Special Commissioner (T&T) would continue to hold the additional charge of CVO, DUSIB.

Gaurav Singh Rajawat (IAS:2011:UT), OSD in the Department of Health and Family Welfare was transferred and posted as Special Commissioner (T&T).

The Meghalaya government has transferred over a dozen of IPS officers that included Bikram B Marak (IPS:2004), SP (Traffic), Shillong being transferred to West Jaintia Hills district as SP while Anti-Infiltration SP, Vivek Syiem (IPS:2004), has been transferred as SP (City), Shillong. West Jaintia Hills district SP Lakador Syiem (IPS:2004) will take charge as the Anti-Infiltration.

East Garo Hills district SP Ringrang T G Momin (IPS:2004) will take charge as Anti-infiltration SP in place of Lamare. Economic Offences Wing (EOW) SP H G Lyngdoh (IPS:2004) was transferred and posted as the West Khasi Hills District SP in place of B J Laloo (IPS: 2004) who will take charge as the second-in-command of SF-10 in Shillong. SP (VIS), Billy Graham Marak (IPS: 2004) was transferred and posted as the commandant of the 5th MLP Battalion in Samgong.

Crime Investigation Department (CID) SP Aditya Goenka (IPS:2008) will take charge as the SP of the Fire and Emergency Services in place of Jubi G Momin (IPS:2011), who was transferred and posted as the commandant of the 6th MLP Battalion in Umran. East Jaintia Hills district SP Vivekanand Singh (IPS:2012) will replace Goenka as the CID SP.

Darwin M Sangma (IPS:1996) has been posted as chief security officer of the Meghalaya Power Distribution Corporation Ltd (MePDCL). East Khasi Hills district Superintendent of Police (SP) Claudia Lyngwa (IPS:2010) has been transferred and posted as the commandant of the 1st MLP Battalion at Mawiong while Anti- infiltration SP Sylvester Nongtnger (IPS:2012) will take charge as the district SP. Deepak Kumar Palecha (IPS:2015), deputy commandant of the 4th MLP Battalion, will take over as East Jaintia Hills district SP.

Punjab transfers 14 senior IPS officers with immediate effect

The Punjab government has given new responsibilities to 14 IPS officers and that will be applicable with the immediate effect. Three Additional Director General of Police (ADGPs) and eight Inspector General rank officers were among the officers who were transferred.

 

ADGP Gurpreet Kaur Deo (IPS:1993:PB), who is holding charge of women and child affairs, has been given an additional charge of Internal Vigilance Cell. ADGP Jitendra Jain (IPS:1993:PB) has been given additional charge of ADGP Police and Rules and SOG Training (Patiala), while ADGP B Chandra Sekhar (IPS:1994:PB) has been given additional charge of Special Task Force.

 

IG (PAP, Jalandhar) MF Farooqui (IPS:1994:PB) has been given additional charge of IG Anti-Riot police, while IG Naunihal Singh (IPS:1997:PB) (Jalandhar range) was posted as IG Ludhiana Range. IG Jaskaran Singh (IPS:1999:PB) (Ludhiana range) was posted as IG Bathinda range, and IG A K Mittal (IPS:2000:PB)was posted as IG Headquarters.

 

IG (STF) Kaustabh Sharma (IPS:2001:PB) was posted as IG Faridkot range while IG G S Sandhu was given the posting of IG Provisioning. Some other officers of the IG rank who were transferred included Pradeep Yadav (IPS:2004:PB), Surinder Kalia (IPS:2004:PB). DIG Ranbir Singh Khatra (IPS:2004:PB) was given the posting of DIG Jalandhar range.

The NaMO administration on Friday effected a major bureaucratic rejig at Centre at the level of Secretary, Additional Secretary, Joint Secretary and DS & Director:

  1. Arun Singhal (lAS:1987:UP) appointed as as Chief Executive Officer, Food Safety & Standards Authority of India (FSSAI) in the rank and pay of Secretary to Government of India by temporarily upgrading the post. Presently, he is Special Secretary, Department of Health & Family Welfare.
  2. S Gopalakrishnan (lAS:1991:TN) appointed as Additional Secretary in the Prime Minister's Office, on lateral shift basis for the balance period of his Central Deputation tenure i.e upto 27.10.2022. Presently, he is Additional Secretary, Ministry of Electronics & Information Technology.
  3. Rajendra Kumar (IAS:1992:TN) appointed as as Additional Secretary, Ministry of Electronics & Information Technology. He was on 12.05.2020 appointed as DG, ESIC.
  4. Subir Mallick (lA&AS: 1989), Additional Financial Adviser and Joint Secretary, Ministry of Defence (Finance) in-situ elevated at the level of Additional Secretary for the balance period of his Central deputation tenure i.e. till 04-05-2021. He was on 12.05.2020 appointed as Additional Secretary and Financial Adviser, DIo Agricultural Research and Education.
  5. C Sridhar (lAS:2001:BH), currently serving as Deputy Director in LBSNAA, Mussoorie, appointed as Joint Secretary in the Prime Minister's Office, on lateral shift basis for an overall tenure of 7 years upto 4.08.2022.
  6. Ms Alaknanda Dayal (lAS:2000:PB) appointed as Joint Secretary, Department of Agricultue, Cooperation & Farmers Welfare for a combined tenure of seven years outside the cadre upto 24.11.2022.
  7. Ms Pallavi Agarwal (IRS lT:1991) appointed as Member Secretary, National Monuments Authority, Ministry of Culture for a tenure of five years vice Navneet Soni (IRS lT:1988).
  8. Vipin Kumar (IAS:1996:BH) appointed as Joint Secretary, Department of School Education & Literacy for a tenure of five years vice Sachin Sinha (IAS:1995:MP). 
  9. Surendra Prasad Yadav (lFoS:1996:WB) appointed as Joint Secretary, Department of Defence Production for a tenure of five years vice Vijayendra (lAS:1991:AM).
  10. Ms V Radha (lAS:1994:MH) appointed as Joint Secretary, Department for Promotion of Industry & Internal Trade for an overall tenure of five years upto 29.03.2022 by temporarily upgrading a vacant post of DS/Director Rajeev Kandpal (IP&TA&FS:1995).
  11. Manish Tiwari (IRTS:1995) appointed as Joint Secretary, Ministry of Home Affairs, for a tenure of five years.
  12. Vijay Kumar Singh (ICAS:1995) appointed as Member (Finance), Delhi Development Authority (DDA) for a tenure of five years vice Shri K. Vinayak Rao, (IRAS:1987)
  13. Ateesh Kumar Singh (IRTS:1994) appointed as Joint Secretary, Ministry of Micro, Small & Medium Enterprises for a tenure of five years by temporarily upgrading a vacant post of Joint Development Commissioner in the O/o Development Commissioner (MSME) for a period of two years. 
  14. Anupam Mishra (IES:1995) appointed as JS(A&F), Development Monitoring & Evaluation Office (DMEO), NITI Aayog,  for a tenure of five years.
  15. Ms Vinod Kotwal (IP&TA&FS:1994) appointed as Member Secretary, National Pharmaceutical Pricing Authority (NPPA), under the Department of Pharmaceuticals for a tenure of five years vice Ms. Ritu Dhillon (IA&AS:1995)
  16. Ghanshyam Prasad (CPES:1989) appointed as Joint Secretary, Ministry of Power for a tenure of five years vice Aniruddha Kumar (IRS IT:1987).
  17. Ms Himabindu Mudumbai (IA&AS:1999) appointed as Joint Secretary, Department of Revenue for a tenure of five years vice Sanjiv Kumar (lAS:1992:UT).
  18. Sunil Kumar (IFS:1989:PB) appointed as Joint Secretary, Department of Science & Technology for a tenure of five years by temporarily upgrading a vacant post of DS/Director in the Department vice Rajesh Kumar (CPES:2001) for a period of two years. 
  19. Ms R Jaya (lAS:1995:TN) appointed as  Joint Secretary, Ministry of Tribal Affairs for an overall tenure of five years upto 24.04.2024.
  20. Ms. Roop Rashi (IA&AS:1994) appointed as Textile Commissioner, Mumbal under the Ministry of Textiles for a tenure of five years vice Sanjay A Chahande (IAS:1988:MH).
  21. Ms. Meera Mohanty (lAS:2005:HP) appointed as Director in the Prime Minister's Office on lateral shift basis for a period ending u01.05.2021. Presently, she is earlier Director, Cabinet Secretariat
  22. Ms. Smita Sarangi (IAS:2008:NL) laterally shifted to Cabinet Secretariat as Deputy Secretary for the balance period of her Central Deputation tenure i.e. upto 29.07.2022. Presently, she is Deputy Secretary in DoPT.
