Jyoti Kalash, a 1990 batch IAS Officer Of Nagaland Cadre and currently Principal Resident Commissioner Nagaland, has emerged as a hot favorite of the Election Commission which picked him for the 30th time in a row as an election observer by deploying him this time in Gujarat.
For his outstanding services, the ECI had recently commended him for successfully conducting elections for the highest number of times among all civil servants.
