Even as people all over the country are looking forward to Monsoon shower, senior civil servants are focused on the next list of Secretary-level appointments. While the Metrological Dept has declared the tentative date for the arrival of Monsoon, the NaMo administration has thought it fit for reasons best known to it to leave everybody clueless about the next round of secretary-level appointments.
It is speculated that many departments have been left headless because the PMO is said to be working on over a dozen lateral shifts of secretaries in addition to 10-11 fresh appointments.
Probably, it is the first time that the Dept of Ayush, which has the responsibility of organizing Yoga Day on June 21, is headless. There seems to be no urgency to fill the top post of the department which has been vacant since March 31 following the retirement of Ajit M Sharan (IAS:1979:HY).
May it be noted that five departments are running headless for over months and four will meet the same fate on June 30.
The critically important Telecom Dept is vacant since April 01, whereas the Inter-State Council Secretariate has been running headless since 01 February following the retirement of Ms. Naini Jayaseelan (IAS:1980:UT). Currently, it is temporarily under the charge of Ms. Sanjeevani Kutty (Secretary, Border Management, MHA).
The most important Ministry of Road Transport & Highways is also vacant after Sanjay Mitra (IAS:1982:WB) was appointed Defence Secretary on May 10.
Secretary posts in Dept of Economic Affairs and Chemical & Petrochemicals fell vacant following the completion of extended tenure of Shaktikanta Das (IAS:1980:TN) and superannuation of A K Bishnoi (IAS:1982:UP).
In addition, four secretary rank posts are set to fall vacant in another 20 days. Power Secretary P K Pujari (IAS:1981:GJ), DOPT Secretary, B P Sharma (IAS:1981:BH), MSME Secretary K K Jalan (IAS:1982:HY) and Amarendra Sinha (IAS:1981:UD), Secretary, National Commission for Minorities will retire on June 30.
