Chennai (11.12.2025): The delicate balance of cooperative federalism is once again under stress, this time in Tamil Nadu, where crucial governance is potentially compromised by an ongoing standoff between the state and the Centre over the appointment of a regular Director General of Police (DGP). Despite the Union Public Service Commission (UPSC) recommending three names in September, the state continues to be run by an acting DGP.
The saga began on September 26, 2025, when the UPSC's Empanelment Committee, in consultation with the Tamil Nadu Chief Secretary, shortlisted three senior-most IPS officers for the top post: Seema Agrawal (IPS: 1990: TN), Rajeev Kumar (IPS: 1992: TN) and Sandeep Rai Rathore (IPS: 1992: TN). 
However, the subsequent steps have stalled, transforming a routine administrative exercise into a political flashpoint. In October 2025, the Tamil Nadu government wrote back to the UPSC, registering a formal objection to the recommended list of officers. While the exact grounds for the objection were not made public, sources indicate they were similar to the reasons the state raised during the empanelment committee meeting itself—reasons the committee had seemingly dismissed.
The UPSC, however, refused to concede. In November 2025, the central body reiterated its original decision, formally disposing of the State government’s representation. The message from the Centre was clear: the panel stands.
The result is an untenable situation where a critical post remains in an ad-hoc state. The Tamil Nadu government has steadfastly refused to appoint a regular DGP from the UPSC’s panel, preferring instead to continue with an acting head.
This rigidity from the Centre and the stubborn approach of the state government are not just administrative hiccups; they are actively vitiating the spirit of Centre-state relations. As the deadlock persists, the central question remains: Will political one-upmanship ultimately compromise the sanctity and effectiveness of governance in Tamil Nadu?
