New Delhi (03.06.2022): If some well-placed sources are to be believed Mrs Varsha Sinha (a CSS Cadre officer) has been assigned the responsibility as Joint Secretary, CS Division in the Department of Personnel & Training (DoP&T), presently headed by Union Secretary Mrs S Radha Chauhan (IAS:1988:UP).

The allocation of the CS Division to a CSS officer appears to have sparked off hope among CSS, CSSS & CSCS Cadre officers who have been continuously raising voices by various means seeking a solution to the long-pending promotional issues. Further, there is a shortage of officers at various grades under CSS & CSSS in various departments.

It may be underlined that there are two divisions in DoP&T; CS-1 & CS-2. CS-1 deals with cadre matters of the Central Secretariat Service and CS-2 deals with the Central Secretariat Stenographer Service (CSSS) and Central Secretariat Clerical Service (CSCS). Normally either one Joint Secretary or Additional Secretary is given charge of CS Division (CS-1 + CS-2).

It may further be underlined that two days after PM’s interaction with Union Secretaries on April 02, 2022, the Cabinet Secretariat has shot letters to the heads of various departments and ministries asking them to initiate immediate steps to fill the existing vacancies against sanctioned posts at various levels namely; Senior Private Secretary/Principal Staff Officer, Under Secretary, Principal Private Secretary, Section Officers, Private Secretary, Assistant Section Officers, Personnel Assistant, Stenographer ‘D’, Senior Secretariat Assistant and Junior Secretariat Assistant.

Citing the Cadre mismanagement for over 5-6 years a section of CSS Cadre terms it a welcoming move as a CSS Cadre officer understands the ground-level issues better than others and that may help the DOPT expedite the pending issues effectively.
