As reported first by Indianmandarins (see the web link below dated 13 June 2016), the Appointments Committee of Cabinet (ACC) has decided to create a new post of Advisor (Resource Mobilisation & Development) which will be filled through lateral entry. The move aims at accelerating the efforts to revamp and modernize Railways.
Reportedly, Adviser (RM) would be mandated with the responsibility and jurisdiction which is currently being looked after by Executive Director, Resource Mobilisation. It is believed that the post will be filled with lateral entry or may be with an IAS officer under Central Staffing Scheme.
