New Delhi (22.10.2024): After a whirlwind of twists and turns that began on late Friday evening, Rajesh Khullar (Retd IAS: 1988: HY) was finally appointed as Chief Principal Secretary to Haryana Chief MinisterNayab Singh Saini albeit without Cabinet Minister status.
What one needs to understand is that Khullar served as Chief PS to former Haryana CM Manohar Lal ever since he was repatriated to his home Cadre after his stint as Executive Director, World Bank then what was the sudden objection that the appointment notification had been kept in abeyance that was issued on last Friday?
As inside stories narrate, his appointment turned out to be contentious primarily for two reasons. First, it did not follow a consultation which in turn invited a displeasure of the central command in New Delhi. Secondly, the rank & status of a cabinet minister caused them the displeasure.
It may be underlined that the status & rank of cabinet minister accorded to Khullar was not an exception. It followed a set of precedence. Previously, D S Dhesi (Retd IAS: 1980: HY) was made Chief PS to Manohar Lal, Suresh Kumar (Retd IAS: 1983: PB) as Chief PS to Capt. Amrinder Singh and above all K Kailashnathan (Retd IAS: 1979: GJ) served as Chief PS to the then Gujarat CM Narendra Modi for over a decade in the rank and status of a cabinet minister.
Reportedly, a series of consultation within the political framework worked and a third notification was issued on late Monday evening appointing him as Chief PS to CM Naib Singh Saini.
