At first Khullar’s appointment surprised none but the second one certainly did. The development assumes further significance as the incumbent Chief Secretary TVSN Prasad is scheduled to retire end of this month whereas indecisiveness on the next CS is increasingly intensifying. 

It may be underlined that Khullar who served on the board of the World Bank Group as India, Bangladesh, Bhutan, and Sri Lanka's representative was recalled to Cadre months ahead of the completion of his term and simultaneously he was drafted as Chief PS to Haryana CM right ahead of his retirement. Since then Khullar continued to the key position. His appointment as Chief PS to CM surprised none but certainly keeping the order in abeyance within hours did.  

Well-placed sources say that reasons for the abrupt move on Khullar's appointment is not known yet groupism within the ruling party is assumed to be one of the reasons.
