When Rajeev Kapoor (IAS:1983: UP), previous Union Secretary of Department of Chemicals & Petrochemicals, was prematurely repatriated on February 15 to his state cadre, IAS fraternity was singularly distressed. Officers also developed certain apprehension about the stability of their jobs.
However, Indianmandarins has come to know that it was Kapoor who sought the premature repatriation to his state cadre. Reason: He was unable to earn the confidence of his minister Anantha Kumar despite his best efforts. It is said the minister never cared to clear the files Kapoor would dispose of. After a point of no return reached with the Minister not disposing of the files cleared by Kapoor, the latter approached the PMO for repatriation.
It is said that Kapoor indeed tried hard to win the confidence of the Minister. For instance, even on weekly holidays of Saturday and Sunday, when IAS officers are free to be away from HQs, Kapoor informed the Minister and sought his permission before going out. All of this was of no avail. The Minister remained unmoved. So Kapoor opted for the path of honorable exit.
