Immediately after his repatriation from the Centre Utpal Kumar Singh (IAS:1986:UD) was on 24 October named as 15th Chief Secretary of Uttarakhand. He replaces R Ramaswamy (IAS:1986:UD). Indianmandarins reliably learns that he would take charge on 25th October.
Singh, a resident of Jharkhand, was earlier posted on deputation in New Delhi as additional secretary in the ministry of agriculture.
