With only six days left for a formal and final closure of the century-old procurement arm (DGS&D) of the Central government, curiosity in power corridors is increasing by day about the fate of its incumbent chief Binoy Kumar (IAS:1983:TL). He has more than two and a half year long residual service.
Those in the know of the affairs say that Binoy Kumar may be shortly shifted to a Secretary equivalent post as three secretary rank posts are already vacant. Kumar is said to be in the good books of the government and this is reflected in the fact that he was one among the six officers who were empanelled (in review) as Secretary equivalent in December 2016. The post of DGS&D held by him was later temporarily upgraded to the Secretary rank in February 2017 for a period of two years.
It may be mentioned that the NaMo administration has already cleared the closure of DGS&D through Cabinet decision w.e.f 31 October 2017. This follows the government's shift to the Commerce Ministry's e-market platform (GeM) set up last year for public procurement of goods and services.
