for the Jharkhand government as UPSC deferred a crucial Departmental Promotion
Committee (DPC) meeting, citing a disagreement over the state's acting DGP
Anurag Gupta (IPS: 1990: JH). The development has cast a shadow on the state's
administration and has put the government in an awkward position. The DPC, a key body for the promotion of State Police
Service officers to the Indian Police Service (IPS) cadre, comprises the Chief
Secretary, the Home Secretary, and the DGP. The meeting, which was scheduled to
address promotions for nine vacant posts, was put on hold after the UPSC
refused to accept Gupta as a member of the committee. Sources indicate that the UPSC had conveyed its decision to
the state government a day prior to the scheduled meeting, stating its
non-acceptance of Gupta's presence. Despite this, Chief Secretary Alka Tiwari (IAS: 1988: JH) and Home Secretary Vandana Dadel (IAS: 1996: JH) reportedly tried to argue that Gupta's
appointment was a decision of the state government. The unforeseen deferment, however, suggests the UPSC stood
firm on its stance. The development has not only stalled the promotion process
but has also raised questions about the selection of the state's top police
official. A new date for the meeting has not yet been fixed, leaving the
