The CBI raid at Palika Services Officer’s Institute at Chanakyapuri last week has brought focus on two 1980 batch IAS officers who are now under agency’s scanner; including a former NDMC Chairman and an Additional Secretary in Govt of India. During this search, the CBI unearthed incriminating records of ‘hawala’ transaction worth thousands of dollars indicating involvement of these senior officials.

The agency started the probe after lodging an FIR against Rakesh Tiwari, who previously ran a canteen at CBI headquarters. There was allegation against Tiwari that he had been receiving money through ‘hawala’ from Neeraj Kochar (a Mumbai-based Viraj Profiles) to help get information and favours in a disproportionate assets case against one Vivek Batra, an IRS officer, an accused in the case.

The FIR alleges that Tiwari was in touch with few ACB officials in CBI. After the arrest of Kochar and Tiwari in connection with the conspiracy, the agency sleuths carried out searches on their premises and seized 21 luxury watches, 80 lacs rupees, jewellery worth Rs 1.6 crs and documents related to hawala transactions involving senior officials from his office.

Kochar had allegedly sought favours in connection with an FIR lodged by the CBI in July last year against IRS officer Batra. Batra was posted in Mumbai IT Department. It was alleged that Batra had invested his huge amount of money in Kochar’s Viraj Profiles.

However, a recent amendment to the Prevention of Corruption Act, introduced to protect honest serving and retired govt functionaries, will make CBI’s task difficult to initiate investigation against two senior IAS officials.
