The name of a top gun in the CBI file on Coal Block scam has given rise to the speculation that all is not well in the top echelons of power. It is argued that if officials at the top level were functioning in harmony and good faith, this kind of situation, that is the appearance of the name of a particular official in the CBI coal block scam files, could have been averted. At the same, however, it is also argued that what has happened couldn't have been avoided for technical reasons; and so to see the situation as indicative of a lack of cooperation and good faith at the top is stretching one's imagination too far.
