The Modi government is trying to reach out to opposition political parties including the Congress by asking their help on around 10 issues of national importance on which it wants to promulgate ordinance. Some of these issues included triple talaq and the issue of reservation in Jammu and Kashmir. The BJP leaders also met Congress general secretary and former Jammu and Kashmir chief minister Ghulam Nabi Azad on June 5, 2019 to seek support of his party on similar issues.

Union minister for agriculture Narendra Singh Tomar, Union minister for parliamentary affairs and MP from Karnataka Prahlad Joshi and his deputy Arjun Ram Meghwal have met Sonia Gandhi to seek her support on these issues as well. Sources informed that the BJP will meet other opposition leaders to seek their support in this regard. Ten ordinances that the government wants to promulgate included the Muslim Women (Protection of Right on Marriage) second ordinance, 2019, the India Medical Council (Amendment) second ordinance 2019, the Companies (Amendment), second ordinance 2019, the Jammu and Kashmir Reservation (Amendment), ordinance 2019, the Adhara and other laws (Amendment) ordinance 2019, the New Delhi International Arbitration Centre Ordinance 2019, the homeopathy Central Council (Amendment), ordinance 2019, the Special Economic Zone (Amendment), Ordinance, 2019 and the central Educational Institutions (Reservation in Teachers’ Cadre), Ordinance, 2019.

The BJP has majority in the Lok Sabha so passing the bill in the lower house is an issue where it has 303 seats of its own and with allies it has 353 seats. But the BJP is still short of majority in the upper house of Parliament but if the government wants to get it approved from Parliament it definitely needs support from the opposition so the entire exercise of the BJP is to bring opposition on board.

These ordinances need to be promulgated after that they will be brought before the cabinet and once cabinet approves it, they will be sent to Parliament for its approval and that is the road block for the BJP. So the party wants to play safe by taking the opposition along.
