What's there to read between the lines in the November 28 rejigging of posting of the 1985 batch officers as secretaries in the central government. There is a lot.
First and foremost, while 1985 batch officers were simultaneously empanelled with 1984 batch officers for posting as secretaries, their actual appointment as secretaries didn't take place and they were kept hanging like 'Trishanku'. So the rejig has helped sort out that issue. Secondly, those left out from the 1985 batch may be given priority in the next lot of appointment of secretaries. This may help keep up the morale of 1985 batch IAS officers.
The rejig has also helped fill the long-pending vacancy in Ministry of Culture and Dept of Defence Production. The appointment of Raghavendra Singh (IAS:1983:WB) as Culture Secretary is seen as a positive move since he was shunted as DG of National Archives - which has always been an Additional secretary rank post.
However, one of the most significant aspects of the rejig is the lateral shift of Chandra Murmu (IAS:1985:GJ) from Dept of Financial Services to Dept of Revenue (DoR). One may rest assured that this shifting may be part of a well thought out succession plan in advance. Quite likely, he is sent to the DoR to hone his skill before Hasmukh Adhia leaves or to acquire experience to become eligible to head the ED.
