There is a rather unusual dominance of the Indian Railways Stores Service (IRSS) personnel in 68 Railway Divisions across the country where as many as 31 Additional DRMs (ADRM) belong to this service. May it be kept in mind that there is a total of 17 Railway Zones with 68 Railway Divisions which are managed by 68 DRMs & 68 ADRMs.
Indianmandarins has learnt that the partial reason for this unusual dominance of IRSS versus IRTS, IRAS, IRSE, IRSEE, IRSS, IRSSE, IRPS, and IRSME may have something to do with the fact that the current Chairman of Railway Board belongs to this (IRSS) service.
In an impartial and intelligent dispensation, various services are distributed according to the heterogeneous expertise and experience required to run the vast and complex railways network. Insiders say that the dominance of IRSS officers has come at the cost of officers of Railway's Mechanical, Traffic, Electrical, Personnel, and Accounts services.
Out of a pool of 68 ADRMs posts, a maximum of 7-8 officers from IRSS and 14-16 from any other Railway services normally get appointed as ADRMs in various divisions. But it has currently risen to 31 as, unlike DRM posting which requires empanelment as DRM, ADRMs posts require only SAG scale. This leaves room wide open for arbitrariness.
Top authorities in Railway Board cite this as unforeseen one and a blatant example of 'rank favoritism' towards IRSS. In addition, allocation of DRMs postings to IRSS has risen to 04 from a normal mark of 02.
