What is seen as delay by others is actually the PM's conscious habit of avoiding taking decisions in  haste. However, on occasions, he has also shown promptness. This is reflected in advance succession planning in many cases. For instance, on May 31, three Secretaries are retiring and their successors have already been picked up. Among the retiring secretaries figure Pharmaceutical Secretary, Women & Child Development Secretary, and Parliamentary Affairs Secretary. On June 01, Jai Priye Prakash (IAS:1982:AM) will take over from the outgoing Pharmaceutical Secretary V K Subburaj (IAS:1980:TN), Ms Leena Nair (IAS:1982:KN) will succeed outgoing Women & Child development Secretary V Somasundaran (IAS:1979:KL) whereas Prabhas Kumar Jha (IAS:1982:UP) will take over from Afzal Amanullah (IAS:1979:BH) as new Parliament Secretary.
