The Supreme Court has issued a ‘notice of contempt,’ returnable in six weeks, to the Govt of Nagaland regarding the appointment of T J Long Kumeer (IPS:1991:CG) as the State DGP.

This follows the SC admitting a writ petition filed by K C Sumi on behalf of the Concerned Citizens of Nagaland (CCP). The petition lists the Nagaland Chief Secretary as the respondent and alleges that the Nagaland Govt has failed to comply with an SC order dated 22 Sept. 2006, with regard to the appointments of DGPs in states and union territories.

Stating that the Nagaland State Govt has not honored the directions of the SC, the petitioner urged the court to “punish the Respondent/Contemnor for committing wilful and intentional contempt of this Hon’ble Court.” It also appealed for quashing the appointment of the present DGP and direct initiation of a fresh selection process strictly in accordance with the directions passed by this SC.

The petitioner also appealed that the services of former DGP Rupin Sharma (IPS:1992:NL) be restored till a fresh appointment is done in accordance with the SC guidelines.
