Major Secretary level reshuffle: Health Secretary gets extension, Tarun Bajaj appointed as Secretary, DEA

The NaMo administration on Sunday affected major Secretary-level appointments including several appointments on a lateral shift basis. Further, several IAS officers were elevated in-situ as well:-

  1. Union Health and Family Welfare Secretary Ms Preety Sudan (IAS:1983:AP), was given an extension in service for a period of three months beyond superannuation i.e. 30.04.2020.
  2. Rural Development Secretary Rajesh Bhushan (IAS:1987:BH) was appointed as OSD in the Department of Health & Family Welfare. He will replace Ms Sudan as  Health Secretary after she would complete her extended tenure on 31.07.2020.
  3. Nagendra Nath Sinha (IAS:1987:JH), Secretary, Border Management, was appointed as Secretary, Ministry of Rural Development vice Rajesh Bhushan.
  4. Amit Khare (IAS:1985:JH), Secretary, Department of Higher Education (MHRD), was given the additional charge of the post of Secretary, Ministry of I&B on appointment of Ravi Mittal (IAS:1986:BH) as Secretary, Department of Sports.
  5. Ravi Mittal (IAS:1986:BH), Secretary, Ministry of Information and Broadcasting, appointed as Secretary, Department of Sports vice Radheshyam Julania (IAS:1985:MP).
  6. Ravi Kant (IAS:1984:BH), Secretary, Department of Food and Public Distribution, laterally shifted as Secretary, Department of Ex-Serviceman Welfare under the Ministry of Defence. He replaces Ms Sanjeevani Kutty (IAS:1983:UT) retiring this month-end.
  7. Anand Kumar (IAS:1984:KL), Secretary Ministry of New and Renewable Energy, was appointed as Secretary, Ministry of Culture against a post vacant for several months.
  8. Sanjeev Ranjan (IAS:1985:TR), Secretary, Ministry of Road Transport and Highways, appointed as Secretary, Ministry of Shipping. Ranjan replaces Gopal Krishna (IAS:1983:WB) retiring this month-end.
  9. Pawan Kumar Agarwal (IAS:1985:WB), Secretary, Department of Consumer Affairs, appointed as Special Secretary, Logistics under the Department of Commerce. He replaces N Sivasailam (IAS:1985:KN) retiring this month-end.
  10. Mrs Satbir Bedi (IAS:1985:UT), Chairperson, National Council for Teacher Education, appointed as Secretary, Central Information Commission under the Department of Personnel and Training in the rank of Secretary.
  11. Pradeep Kumar Tripathy (IAS:1987:JK), Special Secretary and EO, DOPT, was appointed as Secretary, Ministry of Steel vice Binoy Kumar (IAS:1983:TG) retiring this month-end.
  12. Sudhanshu Panday (IAS:1987:JK), Additional Secretary, Department of Commerce, appointed as Secretary, Department of Food and Public Distribution vice Ravi Kant on his appointment as Secretary, Ex-Servicemen Welfare under the Ministry of Defence.
  13. Ms Leena Nandan (IAS:1987:UP), Special Secretary, Ministry of Road Transport and Highways, appointed as Secretary, Department of Consumer Affairs vice Pawan Kumar Agarwal (IAS:1985:WB).
  14. Rameshwar Prasad Gupta (IAS:1987:GJ), Special Secretary, NITI Aayog, appointed as Secretary in the Ministry of Environment, Forests and Climate Change (MoEF&CC) upon superannuation of Chandra Kishor Mishra (IAS:1983:BH) on 31.05.2020.
  15. Indu Shekhar Chaturvedi (IAS:1987:JH), presently in the cadre, appointed as Secretary, Ministry of New and Renewable Energy (MNRE) vice Anand Kumar (IAS:1984:KL) upon his appointment as Secretary, Culture.
  16. Tarun Kapoor (IAS:1987:HP), presently Vice Chairman, Delhi Development Authority (DDA), appointed as Secretary in the Ministry of Petroleum and Natural Gas vice M M Kutty (IAS:1985:UT) retiring this month-end.
  17. Rajesh Verma (IAS:1987:OR), appointed as Secretary, Ministry of Corporate Affairs vice Injeti Sriniwas (IAS:1983:OR) retiring this month-end. Presently, Verma is a Special Secretary in the Department of Agriculture, Cooperation and Farmers Welfare.
  18. Rakesh Kumar Chaturvedi (IAS:1987:MP), appointed as Secretary, Department of Chemicals and Petrochemicals vice P Raghavendra Rao (IAS:1985:HY) retiring this month-end. Presently, he is Special Secretary and Financial Adviser, Ministry of Culture.
  19. Ajay Tirky (IAS:1987:KL), appointed as Secretary, Ministry of Women and Child Development vice Rabindra Panwar (IAS:1985:BH) retiring this month-end.  Tirkey is Special Secretary in the Ministry of Women and Child Development,
  20. Tarun Bajaj (IAS:1988:HY), Additional Secretary, PMO, appointed as Secretary, Department of Economic Affairs vice Atanu Chakraborty (IAS:1985:GJ) retiring this month-end.
  21. Aramane Giridhar (IAS:1988:AP), appointed as Secretary, Ministry of Road Transport and Highways vice Sanjeev Ranjan (IAS:1985:TR). He is an Additional Secretary, Cabinet Secretariat.
  22. Ms Anita Karwal (IAS:1988:GJ), appointed as Secretary, Department of School Education and Literacy (MHRD); a post lying vacant for several months. She is Chairperson, CBSE.
  23. Arvind Kumar Sharma (IAS:1988:GJ), appointed as Secretary, Ministry of Micro, Small and Medium Enterprises (MSME) upon the superannuation of Arun Kumar Panda (IAS:1984:OR) retiring this month end. He is Additional Secretary in PMO,
  24. Ram Mohan Mishra (IAS:1987:AM), Special Secretary and DC, MSME, appointed as Secretary, National Commission for Scheduled Casts in the rank and pay of Secretary.

Further, several officers were elevated (In-situ) from Additional Secretary to Special Secretary whereas several others from Special Secretary elevated in the rak and pay of Secretary in Govt of India:

  1. Ms Jyoti Arora (IAS:1987:HY), AS&FA in Ministry of Electronics and IT elevated in-situ as Special Secretary & FA.
  2. B Anand (IAS:1987:TN), Secretary, National Commission for Minorities, elevated in the rank and pay of Secretary, Govt of India.
  3. Neel Kamal Darbari (IAS:1987:RJ), MD, Small Farmers Agri-Business Consortium under the Department of Agriculture and Farmers Welfare, elevated in the rank and pay of Secretary, Govt of India.
  4. Bidyut Bihari Swain (IAS:1988:GJ), Additional Secretary, Department of Commerce in-situ elevated as Special Secretary.
  5. Apurva Chandra (IAS:1988:MH), Additional Secretary and DG, Acquisition under the Department of Defence, elevated in-situ as Special Secretary & DG Acquisition.
  6. Rajiv Bansal (IAS:1988:NL), CMD, Air India, in-situ elevated in the rank and pay of Secretary in Govt of India.
  7. Ali Raza Rizwi (IAS:1988:HP), Additional Secretary and Financial Adviser, Ministry of I&B, was elevated in-situ as Special Secretary and FA.
  8. Praveen Kumar Srivastava (IAS:1988:AM), Additional Secretary in the Ministry of Home Affairs, elevated in-situ as Special Secretary.
  9. Arvind Singh (IAS:1988:MH), Chairman, Airports Authority of India, was elevated in-situ elevated in the rank and pay of Secretary, Govt of India.
  10. Indevar Pandey (IAS:1988:WB). Additional Secretary in the Ministry of DONER, was elevated in-situ as Special Secretary in the Ministry of DONER.

Also, Niten Chandra (IAS:1990:OR), Secretary, appointed as Additional Secretary, Central Agency Section in the Department of Legal Affairs by temporarily upgrading the post. He is working as Central Information Commission (CIC) under DOPT.
