Kundan Kumar gets PM Award for "Saving The Womb"

kundan-kumar-gets-pm-award-for-saving-the-wombAs DM of Samastipur earlier in his career, Kundan Kumar (IAS:BH:2004) won the prestigious Prime Minister Award for Excellence in Public Administration for his initiative in "Saving the Wombs" on the Civil Services Day on April 21. The award was given for 2013-2014 in the individual category. Currently, he is serving at in GoI as the PS to Rajiv Pratap Rudy, Union MoS for Skill Development. As DM Samastipur, he took a serious note of the complaints about the rampant misuse of RSBY (National Health Insurance Scheme) providing a cover of up to Rs.30,000 for specific ailments. It seemed the boon of RSBY had somehow turned into a bane for thousands of rural women. It was discovered that accredited private clinics were conducting an alarmingly high number of unwarranted surgical procedures (like hysterectomy, appendectomy, oophorectomy etc). just to swipe maximum money from the smart card of the beneficiaries. It not only bled the exchequer but also invited post-operative complications for women. To overcome the situation, Kundan held medical camps (examining cases of victims), medico-legal investigations, quasi-judicial proceedings, FIRs and de-empanelment of the clinics at fault. The initiative led to far-reaching results. State government authorities took cognizance and issued instructions to the implementing agencies & DMs to carry out similar investigations. GoI then made pre-authorization mandatory for hysterectomy of women below 40 yrs of age, introduced the categorization clause in the empanelment of hospitals to weed out clinics with substandard physical and human resources.
