New Delhi (03.03.2021): So acute is the shortage of IAS officers in Bihar that the NDA administration has been constrained to re-employ retired officers in sensitive posts - like the latest appointment of Deepak Kumar (Retd. IAS 1984-Batch) as the Principal Secretary to CM Nitish Kumar.

The Department of Cabinet Secretariat of the Government of Bihar issued the official notification, on February 28, of Kumar’s appointment after his superannuation.

Official figures indicate that Bihar has merely 56% of the sanctioned strength of IAS officers; in numbers, the figure is 202 Vs the sanctioned strength of 359 officers.

This huge shortage is said to have impacted the quality of administration because most of the senior officers have been overburdened with the responsibilities of three-four departments each, besides looking after their principal jobs.

The state government is said to have requested the central government for the allotment of 54 officers based on the Civil Services exam, 2020. Meantime, the state government is facilitating appointments to 22 posts from the 2018 selection year, 15 posts from the 2019 batch and 16 of the 2020 batch under the promotion quota.
